The rules, published in October, are aimed at halting shipments to China of more advanced artificial intelligence chips developed by Nvidia and other companies, as Washington pressures Beijing over concerns that its technology sector could help support China’s military.

The new rules, which contain 166 pages, take effect on Thursday. They specify, for example, that the restrictions on the supply of chips to China also apply to laptops that contain these chips.

The Commerce Department, which oversees export controls, said it plans to continue updating its restrictions on technology shipments to China in an effort to tighten and adjust the measures.
