Rabla Plus 2024

The budget of the Rabla Plus is more than three times the budget of the Rabla Classic, the Ministry of the Environment wants to encourage the purchase of electric and hybrid cars. The eco-ticket for those who want to buy an electric car is halved, as Romania still has one of the largest subsidies in the EU for electric car buyers (more than 9,000 euros). With Rabla Plus 2024 subsidy/car is halved.

As part of the Rabla Plus program, the applicant receives an eco-ticket when purchasing a new vehicle in exchange for returning at least one used vehicle for disposal. No more than two used vehicles older than six years from the date of issue can be scrapped.

The size of the eco-ticket, regardless of the number of used vehicles submitted for recycling, is:

  • 25,500 lei for the purchase of a new fully electric vehicle or a new vehicle with a hydrogen fuel cell, excluding motorcycles;
  • 13,000 lei for the purchase of a new hybrid electric vehicle, with the exception of a motorcycle that generates a maximum of 80 g CO_2/km in the WLTP system;
  • 13,000 lei for the purchase of an electric motorcycle.

An eco-ticket is issued upon purchase of an electric car, the value of which does not exceed 70,000 euros including VAT.

State institutions and administrative-territorial units use an eco-ticket in the amount of 120,000 lei when buying a new vehicle without the obligation to hand over the used car for scrap metal.

The new element also refers to the fact that from 2024, vehicles purchased under these programs will have a sticker as an element of visibility, which the beneficiaries will have to keep until the end of the monitoring period.

Rabla Classic 2024

Officials from the Ministry of the Environment announced a few years ago that the Rabla Classic budget would be smaller and smaller in order to prioritize the purchase of fully electric and hybrid cars. The Rabla Classic budget is reduced by more than 200 million lei, so the money will probably run out very quickly.

In the Rabla Classic 2024 program, the recycling premium remains at 7,000 lei, respectively 10,000 lei in the case of surrendering two used cars older than six years from the date of manufacture.

The scrapping bonus is granted for a new car, except for motorcycles, the power system of which generates a maximum of 150 g CO_2/km in the WLTP system and the value of which does not exceed €60,000, including VAT.

The following eco-bonuses can be added to the cancellation premium:

  • an eco-bonus of 1,500 lei for a new vehicle, with the exception of motorcycles, the power system of which generates a maximum of 120 g CO2/km in the WLTP system;
  • ecobonus in the amount of 1,500 lei for a new vehicle, except for motorcycles equipped with an LPG/CNG engine;
  • ecobonus in the amount of 3,000 lei when buying a new vehicle, except for motorcycles equipped with a hybrid power plant;
  • ecobonus in the amount of 1,500 lei for disposal of each used vehicle, which is at least 15 years old from the date of manufacture and/or has a pollution standard of Euro 3 or lower.

For the purchase of new motorcycles whose powertrain generates a maximum of 120 g CO2/km in the WMTC system, in exchange for sending the used vehicle for recycling, a recycling bonus of 7,000 lei is granted, to which you can add:

  • an eco-bonus of 1,500 lei for a new motorcycle vehicle, the power system of which generates a maximum of 90 g CO2/km in the WMTC system;
  • ecobonus in the amount of 1,500 lei for scrapping a used vehicle that is at least 15 years old from the date of manufacture and/or has a pollution standard of Euro 3 or lower.

State institutions and administrative-territorial units can take advantage of the scrapping allowance in the amount of 7,000 lei when buying a new vehicle, without being obliged to hand over a used car for scrapping. In a situation where they choose to purchase a new vehicle in exchange for scrapping two used cars, they will benefit from a scrapping bonus of 10,000 lei.

The budget allocated for the Rabla Classic 2024 program is 300 million lei; the allocated budget for the Rabla Plus program is 1 billion lei.

The programs will be implemented in two stages, within the limits of the allocated amounts, the start of the second stage is scheduled for August 19.

In the first phase, which will start on March 19, the budget allocated for individuals in Rabla Classic is 180 million lei, and for Rabla Plus – 420 million lei.
