
The Senate passed a legislative proposal on Tuesday in its plenary session that doubles the amount of fines applied in the case of actions that violate social norms, order and public peace, reports Agerpres.
According to the legislative proposal initiated by the non-partisan senator Cosmin Poterash, the organization of parties and the use of loud music equipment that can disturb the peace of residents is a crime not only in the urban environment, as provided by law in force, but also in the rural environment.
The current Law 61/1991 stipulates that “the organization of private parties and the use of musical equipment with such intensity that it disturbs the peace of the inhabitants, in tents, other places or in open spaces located on the perimeter near residential buildings or buildings of a social nature, in an urban environment” , is a violation, and the legislative proposal excludes the phrase “in an urban environment.”
Another change made to the draft regulation provides that disturbance of the peace of residents/tenants is sanctioned if they are repeated within 72 hours, compared to 24 hours as provided for in the current form of the law.
According to the motivation of the legislative proposal, “disruption of public peace is becoming one of the problems that increasingly affect people’s lives.”
“Noise and unpleasant behavior are increasingly common in public places and neighborhoods. People are constantly disturbed by loud parties, loud music, sounds caused by robots or other activities that disturb the peace. Unfortunately, fines for disorderly conduct are too small to deter such behaviour. An increase in fines for disturbing public peace will bring more benefits to citizens, as well as to state bodies,” Poterash explains in an explanation of the reasons.
The legislative proposal to amend Law 61/1991 on sanctions for violations of social norms, public order and tranquility will be debated by the Chamber of Deputies, the body that makes the decision in this case.
