On Thursday, the Bucharest court is considering the complaint of the president of the Prahova district council, Julian Dumitrescu, regarding the judicial control measure ordered against him by DNA prosecutors, judicial sources confirmed to Agerpres.
According to them, the court session starts at 8:30.
Iulian Dumitrescu is being investigated under judicial supervision for the crimes of bribery and perjury.
Two more persons are also under judicial control, namely Dumitrescu’s relative (sister) for involvement in bribery and forging documents under personal signature, and his relative (not son-in-law) for complicity in bribery and false testimony.
“Defendant Dumitrescu Julian, with the help of an individual from point 3 (number of Dumitrescu’s relative), demanded in November-December 2022 from the businessman to purchase social shares belonging to the individual from point 3 to a commercial company in exchange for the amount of 47,500,000 lei, the value is overestimated compared to their real value, in connection with the performance of the duties of the president of the Prahova district (CJ) and would have been received by 04.12.2023, with the help of 2 accomplices, the total amount of 16,210,000 lei. One of the businessman’s companies would have had a contract with CJ Prahova at the time of the filing of the lawsuit, and after the acquisition of the company from the individual from point 3, a new employment contract with the beneficiary CJ Prahova would have been assigned to him,” DNA states.
Following the lawsuit, a relative of Dumitrescu falsely prepared an account statement in the name of a trading company that contained false information about the account’s opening balance, transactions and transactions made on that account between January and February 2023, the state said.
“Following the claim, the individual from point 3 in June 2023, for submitting the financial statements for the year 2022 of the trading company to the fiscal authority, would provide a declaration that does not correspond to reality. The two accomplices, although they would no longer have any official authority in the trading company in 2023, would continue to manage sums of money from some of its bank accounts, some of which would eventually go to Dumitrescu Julian, or as the case may be. would be used to his advantage,” the prosecutors explained.
At the same time, violations were found in Dumitrescu’s property declarations dated 06/08/2021, 04/19/2022 and 06/15/2023, namely:
– he would indicate the lower value of the dividends received by his wife from the commercial company in which she was associated, without declaring the total amount of 122,400 lei;
– he would not mention the loans received directly from the person specified in point 2, for the total amount of 2,575,000 lei;
– he would not mention the total amount of 3,451,881.82 lei, 50,075 pounds sterling and 24,000 euros spent for his benefit and the benefit of his family members from the accounts of the individual mentioned in point 2.
“The corresponding sums would be spent mainly on trips abroad and the purchase of luxury items from abroad, a private high school, tennis lessons, renting an elite residential complex, etc.,” DNA said.
In the case, the prosecutor’s office took security measures against the bank accounts of the three defendants, real estate belonging to the defendant Dumitrescu Julian, and 19 real estate belonging to two accomplices.
According to DNA, investigations are also being carried out in the case of Vasile Anna-Maria, State Administrator of Prahova District and President of the Board of Directors of Distribuţie Energie Electrica România SA, regarding the commission of the crime of falsification of declarations, in a continuous form, which essentially consists in the fact that she did not mention two land plots belonging to her husband in 29 property declarations.
