According to official data, the health care system in Romania is more treatment-oriented, and prevention plays a secondary role. Only 1.4% of health care spending is spent on preventive services in 2018, compared to a percentage of 2.8%, which corresponds to the average spending on preventive services at the EU level. In addition to public initiatives, the private health care sector is making efforts to popularize and increase public awareness of the importance of prevention by expanding access to health services and conducting information campaigns.

Medical subscriptions, tools that encourage visits to the doctor and periodic examinations through access to a national network of private health centers, thousands of doctors and assistants, and highly efficient equipment play a key role.

This is evidenced by the data of the report prepared by EY for PALMED, “Medical subscription market: economic and social impact analysis in Romania”.

In 2021, the medical subscription market amounted to 140.5 million euros, which is 4.5% of the private medical services market, an increase of 13% compared to 2020.

There is still room for growth in the membership market: at the end of 2020, according to EY, the available market was 4.23 million private-sector workers, of which more than 2 million have employer-sponsored health insurance.
