In 2023, the municipalities of the Bucharest sector have approximately 1.6 billion lei of unspent money left. Sector 1 had the largest surplus, about 1 billion lei, and the smallest, sector 3, about 12 million lei. The remaining funds will be invested in this year’s budget.

What was the surplus of sector municipalities in 2023:

  • Sector 1 – about 1 billion lei, of which more than 800 million lei are investments;
  • Sector 2 – about 324 million lei;
  • Sector 3 – about 12 million lei;
  • Sector 4 – about 88 million lei;
  • Sector 5 – about 66 million lei;
  • Sector 6 – 84 million lei;

What budgets did the industries have in 2023:

  • Sector 1 – 2.4 billion lei;
  • Sector 2 – 2.4 billion lei;
  • Sector 3 – 2.9 billion lei;
  • Sector 4 – 3.7 billion lei;
  • Sector 5 – 1.47 billion lei;
  • Sector 6 – 2.5 billion lei;

Some explanations

Sector 1 has this deficit, about half of the budget, due to the ongoing scandal between Mayor Clotilde Armand and the PNL-PSD majority in the city council. Councilors accuse Clotilde Armand of incompetence. Clotilde Armand accuses advisers of politically blocking her projects so that she does nothing.

Otherwise, 2023 was an unusual year, as the Cholak government issued a decree limiting spending in November and December to an average of the first 10 months of 2023. As a result, municipalities have been forced to run budget surpluses and investments have also suffered as most payments are made at the end of the year.
