
From March, the Ministry of Energy will launch two tenders for projects from the Modernization Fund for a total of 815 million euros for companies that want to produce wind, solar and hydropower, including for their own consumption. Currently, methodological recommendations for entrants will be put up for public discussion today, and the ministry is waiting for proposals for their improvement.
Financial support will be provided in the form of a grant within the state aid amount of 20 million euros per beneficiary.
State aid is aimed at new production capacities of electricity produced from renewable sources and is granted to investments intended for the production of electricity from renewable wind, solar or hydro sources.
One of the two calls specifically encourages the production of green energy for self-consumption of at least 70% of the energy produced.
Today, two candidate manuals will be published for public comment.
After receiving, analyzing and, if necessary, integrating proposals from the market, the consolidated recommendations will be published in the second half of February, with the intention that on March 1st two project calls will be launched, which will be open for a period of 90 days.
The term of implementation of the selected projects is 3 years from the moment of signing the financial contract, but no later than December 31, 2029.
Since tenders for projects are competitive, the selection criterion will be the price in EUR/MW.
Eligible beneficiaries are micro-enterprises, small and medium-sized enterprises (including newly established enterprises), as well as large enterprises that have included in their articles of incorporation activities related to the production and sale of electricity.
For the competition of projects to support investments in new capacities for the production of electricity produced from renewable sources for own consumption, the breakdown of the allocated budget by type of technology is:
- For wind energy: EUR 30 million, the maximum amount of state aid is EUR 700,000/MW installed
- For hydropower: EUR 25 million, the maximum amount of state aid is EUR 1.805 million/MW of the set level.
- For solar energy (up to and including 1 MW): 170 million euros, the maximum amount of state aid is 1 million euros/MW installed
- For solar energy (over 1 MW inclusive): €190 million, maximum state aid of €500,000/MW installed
For the second competition, dedicated to the support of investments in new capacities for the production of electricity produced from renewable sources, the distribution of financial allocations is as follows:
- For wind energy: EUR 100 million, the maximum amount of state aid is EUR 700,000/MW installed
- For hydropower: EUR 100 million, the maximum amount of state aid is EUR 1.805 million/MW of the set level.
- For solar energy: €200 million, with a maximum state aid amount of €500,000/MW of installed installation.
Funding applications will be submitted through the MySMIS 2021 Modernization Fund electronic platform.
