Outpatient doctors are threatening to close offices that provide medical consultations under a contract with the SC, and go to large chains of private clinics. They say that this year they will no longer be able to support the work of the offices with the amounts that CNAS announced that it will pay in 2024 – only 3.3 lei of the value of a point for a medical service in outpatient medical care.

On average, a medical service is paid for in 3-5 points, that is, doctors will provide services for only 10-15 lei. The amounts decreased compared to last year.

“If we cannot maintain our offices, we will be forced to turn to multinational corporations, where consultations or subscriptions are paid, or to send patients to the hospital,” said Corina Chirice, an endocrinologist, during a press conference. organized on Friday by the College of Doctors from Bucharest.

Both ambulatory care physicians and family physicians are asking the Health Insurance House to review the fee rates announced for 2024, published Thursday in Transparency Decisions.

They also say that before organizing possible protests, the first step would be to try to review these amounts with CNAS.

  • “The specialized outpatient clinic is a segment of medical services that needs to be developed, because it is one of the few methods by which we can relieve the activity in hospitals.
  • We’re here to show our strong support for a review of the value of points per service. We also had discussions at the CNAS level, we asked for an urgent review of the value of points for the service”, said the president of the College of Doctors in Bucharest, Catalina Poiane.

The president of the Association of Ambulatory Doctors, Cosmin Alexandrescu, says that unless an agreement is reached with the CNAS to keep the cost of a point for a service at least the same as last year, doctors will close their offices.

Both family and outpatient doctors also accuse CNAS of constantly refusing to negotiate with them and acting like: “If it suits you – fine, if not – that’s it.”

However, doctors say that they will not give in this time: “Romania ranks second to last in the European Union in terms of health care costs, and with these measures we are reducing funding. Ambulatory medicine represents the pre-hospital segment and is the only solution for cost optimization.”

Family doctors and outpatient clinics also say that the number of doctors’ trips has been reduced in recent years: “These measures will again maximize the number of trips.”

What are the values ​​offered by CNAS

The National Health Insurance Service published a day ago for transparency in decision-making the value of points per capita and per service – the amounts paid for each patient registered on the list (in the case of family doctors) and for each medical service offered – in the case of family doctors and doctors outpatient clinics

values ​​proposed by CNAS:

  • 7.7 lei – the cost of a point per capita
  • 6.2 lei – the value of points for a medical service in primary medical care (family doctors)
  • 3.3 lei – the cost of a point for a medical service in outpatient medical care.
