
More than 500 employees of the Financial Inspectorate last month received only a part of the 15th salary provided for by the Collective Agreement as a year-end bonus. According to the additional act signed by the new president of ASF, Alexandru Petrescu, they collected 5,000 lei gross each, and the difference will be provided after the termination of the law 296/2023, sources in the authorities told HotNews.ro.

Against the background of the scandal caused by the huge salaries and bonuses issued in the AFS, despite the bankruptcy of the RKA, as well as the change of the new management, the employees of this body did not receive the full 15th salary of last year, provided for in the Collective Labor Agreement in the form of a bonus at the end of the year .
We remind you that in addition to 12 official salaries, 512 employees of the ASF for a year can receive 3 more full salaries in the form of three bonuses stipulated by the Collective Agreement: bonuses based on the results of work for the past year, bonuses for the Day of the ASF and at the end of the year, according to the revelations made by the deputy USR Claudio Nesui.

The first 2 bonuses were collected in September last year, despite two major RCA bankruptcies – from City Insurance and Euroins, and the 15th salary (year-end bonus) was left to the new ASF management appointed by Parliament in December.
According to HotNews.ro, Alexandru Petrescu, the new president proposed by the PSD to head this body, did not want to pay this allowance and after negotiations with the ASF Trade Union agreed and signed an additional act to the Collective Labor Agreement. , due to which only part of this premium was paid.
Thus, at the end of December last year, all ASF employees were notified by email about this deal, as several sources told HotNews.ro, and they only received 5,000 lei gross (3,000 lei net).
The payment of the difference between this amount and the monthly salary will be made immediately after the termination of the application of financial and fiscal measures, which will affect the ASF budget, provided for by law 296/2023 regarding certain fiscal and budgetary measures, ASF employees reported this.
The full payment of the annual premium would mean a financial effort of about 10 million lei from the ASF budget
According to HotNews.ro sources, during the negotiations, ASF management representatives proposed an option according to which the annual bonus should be 20% of each employee’s salary, but according to the proposal of the ASF union, it was decided that all employees will receive this fixed amount of 5,000 lei gross. given that many salaried workers are paid less than those in managerial positions, and there can be significant differences.
HotNews.ro sources also stated that the full payment of the annual bonus to all employees would require a financial effort of approximately 10 million lei from the ASF budget.
We remind you that on December 11, 2023, ASF had 512 employees, and the average monthly net salary in November 2023 was 11,876 lei, according to ASF official information.
Niku Markou, former president of ASF, received a salary of 989,925 lei in 2022 for this position, compared to 748,324 lei in 2021 and 391,563 lei in 2020.
What reductions should ASF make by June 30, 2024
The Financial Supervisory Authority (ASF), together with ANRE and ANCOM, must cut spending by June 30, 2024, according to Law 296/2023 on fiscal budget measures passed in parliament by the Çolak government.
In addition to cutting executive positions, these authorities must also cut costs.
Thus, expenses related to vacation vouchers or other rights granted in accordance with legal regulations or collective labor agreements may not exceed the value of 1,600 lei/year/person annually, between January 1, 2024 and December 31, 2026.
Considering that each employee can currently receive 3,600 lei per year for membership in fitness and health centers, optional pension funds, life and health insurance, costs are expected to be reduced at least in this section.
Last month, the Financial Supervisory Authority (ASF) bought 358 vouchers worth almost 300 lei to purchase gifts on the eMag.ro platform, a contract worth almost 21,000 euros, according to data from the Electoral System of Public Procurement.
“The said vouchers worth 300 lei each are given to the children of ASF employees on the occasion of the Christmas holidays,” ASF representatives told HotNews.ro.
