​On Saturday, traffic opens on the first section of the Bucharest freeway, the southern branch. More precisely, it is about 10 km from the A0 south between the DN6 towards Alexandria and the DN5 towards Giurgiu. The section of the highway is part of lot 2 (16.3 km) built by the Turks with Alsim Alarko, and it was promised to open as early as last year. Moreover, the delayed opening is also related to the remaining 6.3 km completed, but they remain “museum” as Lot 1 further in the direction of DN4 and A2, by the same Turkish builder, is also behind schedule.

Around 10km of the A0 Sud between DN6 and DN5 will be open to traffic on Saturday 30 December from 12pm.

This part of the site was on the list of sites to be completed in 2022, but the grand opening was first postponed to the first half of 2023, then to the fall, in order to finally open the city to traffic in the last days of the year. The authorities hoped that the Turkish company would also perform the necessary work on the next section in time to open traffic at least up to DN4, but it was not to be…

Completion of the mainline section up to DN4 could take place in the coming months, depending on the weather.

Bucharest freeway – sections of the Turkish developer, with a delay

Two contracts for lots 1 (16.93 km between A2/Cernica and Jilava) and 2 (16.30 km between Jilava and Bragadiru/DN6) of A0Sud were signed on 26/08/2019 and 09/03/2019, with 12 months of design and 30 months of execution Each.

In the south of A0, Lot 1 and Lot 2 are being built by the same company, Turks from Alsim Alarko. The official terms were 12 months of design and 30 months of warranty.

The contract for lot 1 (16.93 km between A2/Cernica and Jilava) was signed in August 2019 and works started in March 2021.

The contract for lot 2 (16.30 km between Jilava and Bragadiru/DN6) was signed in March 2019 and works practically started in August 2020.

  • “On paper, the initial dates were September and May 2023, respectively. Even if the contractor received justified small delays, he deserves some fines because he will exceed them by about 9 months in both sections,” wrote the Pro Infrastructure association, when it accused the Turkish builder of poor mobilization on the construction site.

What Grindean promised in April: “Part 2, ready in the summer, and part 1 in the fall. By the end of 2023, 33 kilometers should be completed”

On the southern side, the A0 ring road is about 52 kilometers long, all of which are currently under construction, but section 3 – about 18 kilometers from the A1 and up to the DN6 – is being built by the Greeks from Aktor, far behind on the left. The accumulated delay is so alarming that the Pro Infrastructure Association warns that Chapter 3 risks not even being ready by the end of 2024.

In the other two sections, built by the Turks from Alsim Alarko, the Minister of Transport issued them as completed since the spring of this year.

  • “On A0 South, on the two lots won by the Turkish company, the works should be completed by the end of this year. Lot 2 is in the summer of this year and lot 1 is in the fall, but by the end of 2023, 33 kilometers should be completed,” Sorin told Grindean in early April while visiting the construction site with the Turkish ambassador. in Bucharest.

Reality, however, shows otherwise.

  • “Although back in 2021, both the Turkish and Romanian authorities promised us that in December 2022 we would drive on the section between DN5 and DN6, that is, approximately 10 kilometers 16.3 lot 2, only in December this year the miracle will become a reality. Thus, the partial inauguration is 12 months behind the original promise and approximately 6 months beyond the revised contract period,” the Pro Infrastructure Association said.
