Dear customer, we inform you that in the next period our attention will also be directed to the implementation of the provisions of Chapter IV, Section II of Law No. 296 / 2023 regarding some fiscal and budgetary measures to ensure the financial stability of Romania in the long term, respectively:

Article LIX, paragraph (3): Business entities – taxpayers that are not registered, but registered for VAT purposes in Romania, for the supply of goods and services carried out in Romania in accordance with Articles 275 and 278 – 279 of Law No. 227 /2015 with further amendments and additions, which are carried out in B2B relations, as defined in Article 2 paragraph (1) letter n) of the Emergency Government Decree No. 120/2021 as amended and supplemented, have obligations starting from January 1, 2024 of the year, to transfer invoices issued in the national system of electronic invoices RO e-Invoice, provided for by the Emergency Government Decree No. 120/2021, with subsequent changes and additions, regardless of whether the recipients are registered or not registered in the Registry of electronic invoices RO .

paragraph (5): The suppliers specified in paragraphs (1) – (3) are obliged to send the invoices issued to the recipients in accordance with the provisions of Article 319 of Law No. 227/2015, with the following changes and additions, except for the situation when both supplier/supplier and consignee are registered in RO e-Bill Registry.

In this sense, we would like to inform you that Vodafone Romania SA has started the necessary operations to fulfill its obligations as a service provider for the transfer of invoices in B2B (business to business) transactions.

As such, our teams are currently in the process of developing, implementing and testing measures to comply with B2B XML invoicing obligations and are working hard to complete these steps as soon as possible.

We note that during the control interval, the transmission of invoices in PDF format through normal channels is mandatory, as it also follows from article LIX, paragraph. (5) from the aforementioned Law 296/2023.

At the same time, we ask you to pay for the services provided in accordance with the terms of the contract on the basis of the invoice issued in PDF format, the invoice issued in accordance with the contract and the cited legal provisions, including during the transition period January 1, 2024 – 30 June 2024
