Consumer protection chief Horia Constantinescu avoided commenting on the “31-year friendship” with the owner of Ferma Dacilor, where a massive fire broke out on Boxing Day that killed several people.
“Dacian Farm, a Romanian idea, Romanian products, unique landscapes and wonderful people. To the idiocrats and haters: where effort, quality, ambition and results are worth promoting, I will do so despite the two lei debates unfolding in the public space,” the ANCP president wrote on Facebook in October.
“I have been friends with the owner for almost 31 years. I have known this project since 2007, when it was just an idea. If each of us thought about Romanian products, at least half as much as the producers, they would have a much better chance over foreign ones. I can tell you with my hand on my heart that you won’t find anything like it anywhere else in the world. The cheeses are our own production, like 99 percent of the products,” wrote Horia Constantinescu, president of ANPC.
“This ad is in exchange for friendship, recognition of merits and what my friend is putting Romania on a plate,” Constantinescu wrote.
Speaking to Free Europe to explain why he praised the Ferma Dacilor boarding house, Horia Constantinescu simply relayed a message regarding the victims of the fire.
“Several children died in this fire and that’s all I can think about right now. As a parent, I can only shudder. May God rest in peace all those who died there,” said ANPC President Horia Constantinescu.
Europa Liberă asked the ANPC chairman why he wrote a positive message to the Ferma Dacilor boarding house, whether he knew they had a fire safety permit, and whether the National Consumer Protection Authority had ever inspected the property, but Constantinescu did not respond.
Horia Constantinescu headed the ANPC several times
Horia Constantinescu, a PSD member, is the godfather of former Prime Minister Adrian Nestace’s eldest son, Andrii.
He was also chairman of the ANPC during the term of Prime Minister Viorike Denchile. In November 2019, Horia Constantinescu was released by Prime Minister Ludovic Orban’s decision.
He was restored to office in 2022 during the prime ministership of NLL leader Nicolae Chuke.
As chairman of OPC Constanța, Horia Constantinescu stood out thanks to television broadcasts and noisy controls in various restaurants on the coast.
The National Integrity Agency (ANI) is investigating the fortunes of Secretary of State Horia Constantinescu, president of the National Authority for Consumer Protection (ANPC), who is promoted by Liviu Dragnea and supported by Marcel Çolaku and Nicolae Chouquet, USR announced in November 2023.
Horia Constantinescu responded by claiming that the USR parliamentarian’s message to ANI was “turning into a smokescreen”, saying that on October 23 he sent an email to ANI and the Money Laundering Office to verify statements made in the public space of Sector 1 Mayor Clotilde Armand, who accused him of money laundering.
Additional investigations following the fire at Ferma Dacilor
A strong fire broke out on Tuesday morning in the boarding house Ferma Dacilor in the town of Tohani, Prahova district. Six people were found burned, two more are considered missing.
On Tuesday evening, the police and prosecutors of Prahov started the hearing in the case about the causes and consequences of the fire in the boarding house Ferma Dacilor. It is about destruction and manslaughter.
The National Anti-Corruption Directorate is to reopen the ISUJ Prahova case on Wednesday regarding the problems with the fire permit at the Ferma Dacilor boarding house, judicial sources told Digi24 and Agerpres.
According to Euronews, the national police union in Prahova had a contract with Ferma Dacilor, and union members from the Prahova police went there with a 20% discount.
The Ferma Dacilor guesthouse in Tohan, Prahova, operated without a building permit or fire permit, and those who built it received a building certificate at the end of 2020, even though it had been in operation for 10 years, according to Kornel Diniku, a scandalous businessman who introduced himself as the patron of the tourist complex , although it is not in the company’s documents.
The tourist complex was built in the Tohani district in 2013, according to Diniku, who was in the spotlight of the media and authorities in the 2000s, especially after the “Trunk” business scandal broke. The dark past of the entrepreneur, his connections with the criminal world, his involvement in the Stovbur business and the persecution of SIE in Sierra Leone were written about by both the local and the central press.
