
A Foreign Ministry team has been working in recent weeks on Israel’s vision for Gaza the day after the war ends, Channel 12 reported, as cited by the Times of Israel.
The team was set up by Foreign Minister Eli Cohen and the document is to be tabled in cabinet, the report said.
The guiding principle, according to the TV report, is: “Israel is working to create a future in which the Palestinians will govern themselves without being able to threaten Israel.”
The document does not contain any specific provisions on the role of the Palestinian Authority, as the US has said it eventually seeks, but hints at a role for Gaza officials from the PA’s main Fatah branch.
From the point of view of security, the document provides:
- “full freedom of action for the IDF” in Gaza;
- preventing any rearmament
- “implementation of total demilitarization” in the enclave;
- establishment of “buffer zones”;
- smuggling prevention mechanism;
- surveillance of the Philadelphia Corridor along the Gaza-Egypt border and at the Rafah border crossing
- “Maritime Security Force”
As for civilian governance, the document calls for an “international mechanism for the delivery of humanitarian services.”
It envisions key countries in the region, including Egypt, Saudi Arabia and the United Arab Emirates, living a civilian life alongside international organizations already operating in Gaza, including UN agencies, alongside “local elements that do not identify with Hamas” – which TV Report describes as a “euphemism” of Fatah clerics in Gaza.
The document also reportedly calls for a review of the curriculum in UNRWA schools.
