
The City Hall of Sector 3, headed by Robert Negoitz, canceled the auction started in September of this year, in which it demanded free 300 iPhones of the latest generation with the purchase of telephone subscriptions (voice, SMS and mobile data) for 4 years for subordinate institutions. The City Hall refers to the need to comply with the provisions of Law 296/2023 on fiscal and budgetary measures.
- “In order to fulfill the provisions approved by Law no. 296/2023 on certain fiscal and budgetary measures to ensure the long-term financial stability of Romania, Section 1, Economic and financial measures concerning state bodies/institutions, Art. 27, the procurement procedure for object CN 1059322 – “Provision of services with the object of GSM telephone communications, voice, SMS and mobile Internet subscription packages” was suspended and is in the process of cancellation. HotNews.ro was informed about this on Friday by the press service of the City Hall of Sector 3.
In the announcement of the tender in the PDSER, the reason for the cancellation is indicated: “serious deviations from the legal provisions affect the award procedure or the impossibility of concluding a contract.”
Law 296/2023 on fiscal and budgetary measures, adopted in the parliament by Prime Minister Marcel Čolaku, entered into force on October 30, 2023.
The law prohibits state institutions and economic operators in which the state is the majority shareholder to buy mobile phones with a price higher than 500 lei per device, while a monthly subscription cannot exceed 35 lei.
During the tender procedure, the City Hall of Sector 3 received offers from Orange and RCS&RDS.
Why did District 3 City Hall ask for the latest iPhones
The institution previously told HotNews.ro why it needs these high-end phones and what the average cost of a monthly subscription will be.
- “The technical characteristics required in the specifications have been taken into account to be compatible with the continuously technologically improved infrastructure provided by the communication operators.
- At the same time, they were also taken into account to work with the latest generation technologies that are emerging, given that currently GSM terminals are technologically outdated in a very short time, especially since they will be used daily for two contract years. . (…)
- The number of subscriptions of 150 is the maximum number that can be purchased under the next contract, and T1 subscriptions with matching terminals were not provided for certain persons or functions.”, supported the mayor’s office of district 3.
The average cost of the requested subscriptions was 27.25 lei without VAT/month, the City Hall reported earlier.
