
During the pandemic, negative changes were recorded on several indicators, in particular: the legal system, order and security, transparency of government (the most negative development) and the absence of corruption, according to the findings of a study conducted by ASE researchers at the request of the Ministry of Foreign Affairs, a study presented by Professor Christian Paun under time of “Researcher’s Day” conferences
The study was particularly complex: data from 198 states were analyzed, the study included 4 large sections, each of which contained 12-14 indicators.
The conclusion based on the analysis is that the pandemic has had an impact has a rather negative impact on almost all components of political stability and overall global security, with a particularly negative impact on governance transparency, the legal system as a whole, and the fundamental rights of citizens.
The second level of analysis the study authors conducted was to determine whether there were statistically significant differences between the two points in time (pre-pandemic and during the pandemic) on a number of measures.
According to the results of parametric tests applied to the country dataset, there were statistically significant differences between the pre-crisis period and the period during the COVID-19 crisis in the following indicators:
- limitation of power (the average value decreased during the crisis, which means that the situation worsened);
- Transparency of management acts (during the crisis, the average value decreased, which means a worsening of the situation);
- order and security (during the crisis, the average value decreased, which means that the situation worsened);
- Legal system (during the crisis, the average value decreased, which means that the situation worsened);
- Criminal justice system (mean increased during crisis, indicating improvement)
What else do the authors of the study say:
“We recorded statistically insignificant differences between the pre-crisis period and the period during the COVID-19 crisis according to the following indicators:
- Summary: Its mean value has decreased very slightly, which indicates a worsening of the situation at the global level, but the statistical significance of this result we obtained is very low and does not support a reliable conclusion in this case.
- Absence of corruption;
- Basic rights of citizens;
- Civil law system.
However, we note that in the case of corruption and basic rights of citizens, we have slightly better statistical significance than in the case of the composite index and the civil law system, indicating that the differences between the two periods are larger. evident in the case of these two indicators”
Among all the negative consequences caused by the COVID-19 crisis on political stability and global security, the most important is the impact on the reduction of governance transparency (3 times stronger than in the case of other consequences) and on the legal system in the countries of the world.
