Bucharest Municipality Prefect Rares Hopincha claimed on Thursday evening that the capital’s Mayor General Nikušor Dan was “spreading fake news”, after the mayor accused the prefect of filing a request to cancel the 12 ha retrocession clause from the IOR Park to the wrong court. Gopincha also says that the request to cancel the retrocession from IOR Park is before the competent court and has every chance of being accepted.
- “On October 9, as Prefect, I filed a summons request with the Bucharest Court, against the Bucharest City Hall and the land owner, to annul the Retrocession Regulation of approximately 12 hectares of land in the IOR Park. This is a request for the declaration of absolute invalidity of the provisions No. 4333/18.05.2005 and No. 4334/18.05.2005, issued by the then Mayor General of the Municipality of Bucharest, Adrian Videanu, according to which the plot of land in question was returned in kind to Ms. Cocora Maria “, reported on Thursday evening by Raresh Gopince in a press release, quoted by News.ro.
He declares that he took this step because he noticed the general mayor’s inaction.
- “Nicusor Dan promised to challenge the illegal retrocession in court, but in fact did not take any action. Through the action, I gave him the opportunity to support in court what he supports publicly, that is, the return of the park to the ownership of the municipality. Time will show that Genmer is passionate only in front of the press, before the election campaign. However, his statements today are confusing. Obvious fake news that has no place on the podium of a serious institution,” says the prefect of Bucharest.
Rareş Hopincă declares that the Bucharest court is the competent court and the application he filed will be heard there.
- “The way the Court is organized by sections is an internal, administrative issue that cannot affect the decision of the case. In public administration, the two most important values are responsibility and assumption. In the event that the court finds that the fine announced by the mayor two weeks ago is phantasmagorical and has no legal basis, any compensation should be paid by the individual Nikusor Dan and not by all the citizens of Bucharest,” said the prefect.
Former Mayor General Gabriela Firea and Sector 3 Mayor Robert Negoitz were the ones who destroyed the chances that the 12-hectare retrocession clause in the IOR Park would be revoked, said Mayor Nikushor Dan, at a press conference held on Thursday, as a reaction to a protest organized by the PSD led by Robert Negoitsa in front of the capital’s city hall in order to preserve green areas.
Nikushor Dan also explained why he did not challenge the retrocession clause and said that the capital’s prefect, Raresh Gopincha, had filed an application to annul the clause in the wrong court.
- “This action by the prefect was announced with great fanfare, we are finally doing something for the IOR park, we are challenging the retrocession decision in court. I want to show you the legal examination that the legal team did for us and the actions of the prefect. To see who is engaged in administration and who is in the circus. And what’s more, he didn’t go to court, he went to a non-judicial court, if you can imagine. They called you all to say how well done they are, how they are saving IOR Park, and they missed the court,” Nikushor Dan said.
Local PSD councilors tried to intervene in Nikusor Dan’s press conference, accusing him of not taking steps to preserve the IOR park and attacking the 12 ha retrocession order in court. The mayor again listed what had been done and said that he wished the prefect’s actions to be successful, but he doubted it.
Several hundred people, led by Sector 3 Mayor Robert Negoitz, protested in front of the capital city hall on Thursday evening during the “Together we will save the IOR Park” rally organized by the Social Democratic Party Sector 3. The participants asked the general mayor Nikushor Dan to appeal in court the decision to alienate 12 hectares from the IOR park.
We remind you that about 12 hectares of green spaces were transferred to Maria Kokor in 2005, and last year the owners/tenants announced that they wanted to build an amusement park there.
From the beginning of 2022 to the end of August 2023, on an area of approximately 12 hectares of retroduced in the IOR park, 15 fires broke out, in which more than 2 hectares of green areas were burned, according to data sent by the Inspectorate for Emergency Situations. Situations of Bucharest Ilfov at the request of HotNews.ro. In 11 out of 15 fires, the probable cause established by the fire service is a cigarette, two fires were caused by arson, and in the rest – a fire on green areas that got out of control, it is noted. in the response sent by firefighters to Hotnews.ro’s request.
The Prefect of the Municipality of Bucharest, Rares Hopincha, recently contested in court the retrocession clause of approximately 12 hectares of the IOR Park. He said he found several obvious elements of illegality and the regression was offensive.
