
​Approval of the founding act of the Investment and Development Bank, as well as the allocation of part of the funds from the Reserve Fund to replenish the budgets of the Ministry of Culture, the Ministry of Agriculture and the High Court of Cassation and Justice. projects that appear on the agenda of the government meeting on Thursday, Agerpres notes
* Government decision to approve the founding act of the Investment and Development Bank – SA. It was developed in accordance with the provisions of the Companies Act no. 31/1990. The bank was established for an indefinite period as a joint-stock company managed under a dual system, in which the Romanian state directly owns 100% of the share capital throughout the entire period of the bank’s activity through the Ministry of Finance.
The Bank will be able to support and provide technical assistance to support the economic development of Romania and the relevant beneficiaries identified on the basis of preliminary market failure assessments. The subscribed capital is 3 billion lei, of which the paid-up capital at the time of the bank’s registration in the Trade Register is 119 million lei, and the difference will be paid in two annual installments until the end of 2024. In a dualistic system, the BID is governed by a seven-member Supervisory Board and a three-member Board.
* Another draft decision on the agenda provides for the approval of the technical and economic indicators of the “National Museum of the History of the Jews and the Holocaust in Romania”. Scientific, educational and cultural activities that will take place within the framework of the future museum are addressed to different categories of the public: researchers, experts, teachers, students. Construction, installation, rehabilitation and consolidation works for a total amount of 268,284,000 lei will be financed from PNRR funds (87 million lei) and from the state budget (180 million lei).
* Another draft decision provides for supplementing the budget of the Ministry of Culture, in the section “Expenses for personnel”, from the reserve fund of the budget, which is at the disposal of the Government, in the amount of 4,882,000 lei.
The budget of the Security and Protection Service in the section “Goods and Services” will be supplemented by 3 million lei: 1.8 million lei to ensure the financing of missions with high-ranking protected persons and 1.2 million lei to pay utility bills.
The budget of the High Court of Cassation and Justice should be supplemented with 98.5 million lei for the payment of salary rights for October and November and 3 million lei for the payment of the contribution to the special social solidarity fund for the disabled.
The budget of the Ministry of Agriculture will be supplemented with 150 million lei in the section “Transfers from the AFIR state budget to support PNDR projects 2014-2020”. It is about state co-financing for the implementation of projects financed by non-returnable external funds.
* The government will also analyze the project, which provides for the transfer of the land plot from the street. 5G from the common domain of the state and from the Romanian Public Information Service Administration of the Municipality of Bucharest to create a park. Sector 6 intends to complete this investment objective within 24 months of acquiring the land.
* Another bill on the agenda provides for the approval of Romania’s participation in the Expanded Partial Agreement on the Register of Damages Caused by the Aggression of the Russian Federation against Ukraine, created by the resolution adopted by the Committee of Ministers of the Council of Europe in Strasbourg on May 12, 2023.
The presence of participants at the conference will be ensured by representatives of the Ministry of Foreign Affairs. Romania will pay an annual contribution of 6,052 euros.
* Another item on the agenda of the government meeting is the draft decision on the approval of Methodological norms for the development of a multi-year program regarding the financing of the development and/or updating of master plans for urban planning of territories and local urban planning norms.
According to it, administrative-territorial units will receive a multi-year funding subsidy for the production of urban planning documentation. According to the rationale, there were administrative-territorial units that could not secure funds from the local budget for these categories of expenses. An annual insufficiency of funds to finance the development and/or updating of local master plans and local town planning regulations was also identified, in connection with which a program with multi-year funding is needed.
* By emergency order, add Art. 21 of Law No. 156/2023 on the organization of activities to prevent child separation from the family. According to the project, the percentage of funding for licensed kindergartens aimed at preventing the separation of a child from his family is reduced by 25%, if for children who live or live in the territory of the administrative-territorial unit where the kindergarten center works, “are in for one of the situations of vulnerability provided for in Article 5, a special protection measure is established in accordance with the provisions of Article 62 of Law No. 272/2004 on the Protection and Promotion of Children’s Rights.”
