According to the order signed by him on October 30, the Energy Minister Sebastián Bourdui has been working for several days the Honorary Council on Energy, which is actually an advisory board, a document obtained by HotNews.ro. Theoretically, the Council will prepare analyzes and reports at the request of the minister, as well as on its own initiative, the document states. The council consists of 32 people, some of them are specialists in communications, others in energy, many of them are representatives of the private sector, representatives of some associations, public organizations, as well as from the public sector.

What will the 32 councilors do?

According to the order, the purpose of the Council is to provide the Ministry of Energy with recommendations on state policy.

Goals of the Council:

  • a) formulation of recommendations on state policy, strategy and government actions based on scientific data for the development of the national energy system of Romania;
  • b) provision of consulting and technical assistance to achieve energy goals in Romania;
  • c) promoting the development of national energy strategies;
  • d) promoting the transformation of Romania into a regional provider of energy security and a model of best practice at the European level.

Activities carried out by the Council:

  • a) prepares analyses, reports, studies and recommendations on state policy at the request of the Minister of Energy and on his own initiative;
  • b) supports the development and implementation of innovations and the policy of technology transfer, entrepreneurship and partnership for the application of new technologies in the national energy system;
  • c) comparatively analyzes the energy development trends of other states and proposes priority directions for the development of the national energy system;
  • d) facilitate consultations on monitoring and evaluation of PNESC implementation;
  • e) develop proposals for policy support and identify financial and non-financial instruments that can contribute to creating the right conditions for the transition to energy from clean sources, as well as strengthening energy security;
  • f) together with the Ministry of Energy, participates in the organization of conferences and events with the academic, economic environment and subjects of the national energy system;
  • g) analyzes the expediency of current normative legal acts in the field of energy and proposes new drafts of normative acts and/or changes to existing ones;
  • h) consult and collaborate with various relevant actors from different environments, including industry and the private sector, the academic community, research institutes, government bodies, foundations and non-profit organizations, to identify the best information and ideas that can contribute to the Board’s recommendations;
  • i) invites external specialists with extensive experience in specific fields, including foreigners, to provide perspectives and advice on specific issues.

How will 32 advisers work

The activities of the Council are managed by the chairman, who is elected and dismissed by a simple majority of its members.

The President is assisted by a Vice-President, who is elected and removed from office by an absolute majority vote of the members.

The leadership of the Council ensures the availability of material, technical and administrative support for the activities of the Council.

The Ministry of Energy provides the technical support and material resources necessary for the functioning of the Council.

The Board meets in physical and/or online format at least monthly or as needed.

The meeting is convened by at least 1/4 of the members or by the Chairman of the Council or the Minister of Energy.

The Minister of Energy or his representative participates in the meetings of the Council.
