
The capital city hall is attacking in court another batch of 28 permits granted to PUZ Sector 2. For 13 annulment actions have already been submitted to the Bucharest court, the other days, according to data on the court portal, and for the rest, the municipality will take action by the end of the week, said the general Mayor Nikushor Dan for HotNews.ro. The mayor’s office mainly attacked construction permits that concrete or excessively compact green spaces, the mayor explained.
The City Hall of Sector 2, led by Mayor Radu Mihai, has issued 87 building permits for the Zonal Urban Development Plan (PUZ) of Sector 2, approved by the Firea administration in 2020. The document allows concreting tens of hectares of green areas. 87 permits issued by the City Hall for Sector 2 were granted during the period of the PUZ, although several court cases were pending regarding the cancellation of urban planning documents.
By what authority did the city hall file a lawsuit for annulment?
According to portaljust.ro, on October 18, the municipality submitted requests to cancel the following construction permits:
- Building permit 614/29.12.2022 – which provides for the construction of the quarter P+4E+5ER on Al Street. Kumidava 9-11, between the houses;
- Construction permit 66/16.02.2023 – which provides for a change in technical decision AC no. 433/11.10.2022, which approved the construction of a 4-storey block at 12 Ramuri Tey Street, in the area of houses. The first permit was also challenged in court by the municipality. Developer: Absolute Building Integrated.
- Building permit 117/20.03.2023 – which provides for the construction of a complex of blocks with a maximum height of 14 floors, with the function of housing, offices and trade, on Barbu Văcărescu Boulevard 241-273, where there are green spaces. Developer: Sunset Lake Investitii SRL.
- Building permit 485/01.11.2022 – which provides for the construction of an apartment building with 3 basements, a first floor and 6 floors on Via Giuseppe Verdi 28. Developer: SC PRIMES VERDI PARK SRL.
- Building permit 489/02.11.2022 – amendment of the permit issued in 2021 by the City Hall of Sector 2 for the building at 6C Parosheni Street. Developer: natural person.
- Building permit 548/06.12.2022 – which provides for the construction of a residential complex of blocks with a maximum height of 11 floors at the entrance of Gherghiței No. 9B, on the shore of Lake Plumbuita, in the premises of the former brick factory. Investor: One Lake District.
- Construction permit 505/09.11.2022 – which provides for the change of old permits issued for a residential complex on the road. Glucose Plant No. 6-8. Developers: PRIMA VISTA RESIDENTIAL SRL and LUXURY BUSINEES MANAGEMENT SRL
- Building permit 80/27.02.2023 – which provides for the construction of a residential complex with a maximum height of 18 floors on Glucose Factory Street 6D. Developer: METAV SRL
- Building permit 78/24.02.2023 – which provides for the annexation, demolition of existing buildings in order to free up the site, construction of the S+P+3E+4-5Eretras apartment building, with underground parking, on the street Pargarilor 67-69, between the houses. Developer: natural person.
- Building permit 490/04.11.2022 – which provides for the construction of a residential complex with two basements, a first floor and 4 floors on Matasari Street 18-22, a street with old houses, basement floor, basement floor plus first floor. Developer: Rock Green Development.
- Building permit 69/22.02.2023 – which provides for the construction of a residential complex 2C+P+6E duplex + Floor. 2-20 Radu Tudorana Street (former Glucose Plant 6-8). Developer: QUARTIER DU NORD SRL.
- Building permit 49/08.02.2023 – which provides for the construction of an 18-story tower on the street. Petrychany 11A. Developer: Eden Capital Development.
- Construction permit 265/25.05.2023 – which provides for the construction of an 11-story residential complex along the road. Electronics 25. Developer: ATLAS SOLARIS SRL.
By the end of this week, the capital’s mayor’s office plans to issue another batch of 25 construction permits. Mayor General Nikushor Dan says he will also attack the permits issued based on PUZ Sectors 5 and 4 that are challenged or canceled by the courts.
In June, Mayor Nikushor Dan also challenged in court a package of 34 permits issued by District 2 City Hall between September and November 2022.
How long was the PUZ of sector 2 in operation
PUZ “Sector 2” was approved by the Firea administration on August 13, 2020, shortly before the local elections. The PUZ was challenged in the USR court and by the Ecopolis Association in two separate lawsuits.
It was in effect until February 26, 2021, when the PNL-USR majority in the General Council, on the proposal of Mayor Nikusor Dan, approved a one-year suspension of the zonal city plans for sectors 2, 3, 4, 5 and 6, respectively, until February 2022.
Shortly before the end of the suspension period, the Bucharest Court, at the request of Ecopolis, suspended the operation of all PUZs for sectors 2, 4 and 5 pending a decision on the annulment case. Sector 3 and 6 PUZs have already been canceled and Sector 5 PUZ was also canceled last year.
The suspension was in effect until March 2023, when Ecopolis lost the process to annul the PUZ. The decision is not final and may be appealed.
In June 2023, the Bucharest Court suspended and annulled the Sector 2 PUZ approved by the Firea administration, which allowed the concreting of dozens of hectares of green spaces. The decision was made on the basis of the lawsuit of the UDR, the decision can be appealed.

In September 2023, the City Hall of Sector 2 suspended the permit for real estate projects that had an urban planning certificate issued by the PUZ of Sector 2, and which did not receive a construction permit, Mayor Radu Mihayu announced on his Facebook page. It is about more than 500 real estate objects, for which a town planning certificate was requested in March-June 2023. The law on urban planning says that these projects can continue, but this provision conflicts with other provisions of the law.
HotNews.ro wrote after the public discussion phase that the document allows for the transformation of more than 30 hectares of land on the shores of lakes Colentina, Tay, Plumbuita and Fundeni, as well as from the park near the National Arena, from green areas to areas where they can build blocks and houses.
Among the areas where the change in the purpose of green spaces has been agreed are: the former RADETA sports base on Calea Floreasca, the area at the intersection of bldg. Barbu Văcărescu with Țițeica Street, the area where the Bamboo Club is built, the area of the former nurseries in Petrican, Tibiscum Island in Lake Fundeni and part of the green area at the National Arena. These lands are private property, most of them are retroduced.
Also, in some neighborhoods of buildings, such as Andronakhe, the height regime has been increased to 14 floors. The same is the case between the area between Lakes Fundeni and Lakes Dobrojesti. This means that people who own houses in these areas can always find blocks in their windows.
