Five other persons – the deputy mayor of the city in Bihor and five road traffic inspectors from the State Inspection for Road Transport Control (ISCTR) Cluj – are being investigated by DNA in the case of the detention of the head of the Cluj inspection. They are accused of receiving bribes from representatives of freight transport companies, to whom they would pass on information about checks that were going to be conducted by traffic police inspectors, and which would not attract sanctions to them for violating the law.

On Thursday, the DNA announced that prosecutors issued a decision to detain the following persons for 24 hours:

• Ioan Orha, traffic inspector at the State Traffic Control Inspectorate (ISCTR) Cluj, for the crime of abuse of office, if the public servant obtained for himself or for another person an unlawful benefit, in a continuous form, using, in any way, directly or indirectly, information that is not intended for advertising or giving third parties access to this information, bribery in a continuous form,
• Christian Viorel Shepele, traffic inspector of the State Inspection for Road Transport Control (ISCTR) Cluj, for bribery, in continuous form.

Also, three road traffic inspectors of the State Inspection of Road Transport Control of the city of Cluj were placed under judicial control for 60 days.

It is about Sorin Baika, Mircha Popa and Vasile Shofron, who are being investigated for the crimes of using in any way, directly or indirectly, information that is not intended for advertising, or giving third parties access to this information for the purpose of obtaining for themselves or monetary, material or other unlawful benefit and abuse of official position, if the official received an unlawful benefit for himself or another person, committed in a simple or long-term form.

Florin Popovici, deputy mayor of Syarbi commune, Bihor district, is also under judicial control, accused of bribery, complicity in bribery, carrying out financial transactions as commercial actions incompatible with the function, assignment or commission performed by a person, in order to receive money, goods or other unlawful benefit for oneself or another person.

What DNA prosecutors say:

• “The crimes incriminated by the five traffic police inspectors were also committed in connection with the “protection” granted to several commercial companies with the object of activity in the field of freight transportation, in that they provided their administrators with non-public information regarding inspections , which they were going to carry out, and they would not take legal action against violations of the law that they would discover (exceeding the maximum permissible weight of transport, lack of a transport license, etc.).
• In addition, we clarify that in August 2021 and November 2022, for the “services” mentioned above, the suspect Ȣpele Cristin Viorel would receive from the businessman and from the accused Popovici Florin Mădălin, who would actually manage a branded commercial company with the object of activity in the field of freight transportation , construction materials worth 2,856 lei and the equivalent in lei of 5,000 euros.”

The day before, in the same file, the head of the State Inspection for Road Transport Control of Cluj Bohdan Durlya and a traffic inspector were detained, accused of “guarding” several cargo transport companies, which provided information about checks that road inspectors were going to make and which would not be sanctioned for violations the law

On Thursday, these two should be brought to the Cluj court with a proposal for preventive arrest for 30 days.
