
Former Campina mayor Horia Tiseanu avoided punishment by acquittal and interference with the statute of limitations in the corruption case in which he was referred to court in 2017 by DNA Ploiesti prosecutors, but he will pay damages, a Prahova court has ruled.
According to the decision published on Monday on the court’s portal, the court decided to stop the legal proceedings initiated against Tiseanu for abuse of influence and abuse of office, as a result of the intervention of the statute of limitations, and acquitted the defendant of inciting the commission of the crime of embezzlement “because there is no evidence that the person committed the crime “.
In addition, due to the statute of limitations, the judges of the first instance decided to terminate the criminal proceedings against two other defendants, respectively Carmen Gheorghe, the former head of the local police of Campina, and Costin Octavian Miku, the legal representative of a commercial company. company, both rejected justice for complicity in abuse of office.
Gheorghe Ecatrinescu, who at the time of the crime was the economic director of Campina City Hall, died during the trial, writes Agerpres.
At the same time, the court orders the three defendants jointly and severally, within the limits of their participation, to pay the amount of 51978.46 lei as material damages (which is the cost of additional equipment related to the illegal acquisition of the Opel Insignia car), and the former mayor also ordered to pay an amount of 70,450 lei as material damages (which is equivalent to the amount of fuel used in personal interests).
The magistrates also decided to confiscate the sum of 17,000 lei from Tiseanu, which represents the object of the corruption crime in which he is accused.

Prosecutors allege that between July 2014 and July 2015, Tiseanu, with the help of other defendants, illegally ordered the purchase of an Opel Insignia for his personal and exclusive use.
The luxuriously equipped car was purchased with funds allocated to the local police of Campina, as, according to the law, the town hall was not allowed to make such a purchase for its own needs, the quoted source said.
“In order to maintain the appearance of legality, two invoices were drawn up for the purchase of the car, both issued by the company represented by the defendant Mika Kostin-Octavian, for the total amount of 131,600.66 lei (including additional, luxury equipment). , in the amount of 51,798.46 lei). At the same time, prosecutors claim that Tiseanu decided to transfer 1,409 fuel coupons of 50 lei each to employees of the Campina City Hall’s management unit between July 2010 and July 2015. worth 70,450 lei, related to the amount of 12,347.4 liters of fuel, an amount used in his personal interests.
As a result of these actions, the City Hall of Campina suffered losses in the total amount of 122,248.46 lei (consisting of the amount of 51,798.46 lei – additional equipment and 70,450 lei, which is the cost of fuel).
Tiseanu is also accused of demanding from a representative of a commercial company (witness) 10% of the value of contracts for the performance of works that were to be entrusted to this company by two institutions located in the subordination of the City Hall of Campina or the budget from its funds during 2014, with which he actually received from the last sum of 17,000 lei.
