
On Monday, the government adopted a draft law with new fiscal measures, which it will send to the parliament in the evening.
After the regulatory act reaches the parliament, senators and deputies can introduce amendments. But no later than 1:00 p.m. on Tuesday, when a new meeting of the Government is scheduled to decide which amendments will be considered in the bill, for which the Government will take responsibility.
Cholaku, along with ministers, will also arrive in parliament on Tuesday to officially take charge of the bill. The meeting will take place at 17.00. After that moment, senators and deputies can express no confidence. If it does not pass, the law is considered adopted.
What changes have occurred compared to the original form
The Government Spokesman reported on the changes in the form published for public discussion by the Ministry of Finance:
- 1. Meal vouchers will continue to be issued, but the Ministry of Finance has one week to propose to the executive branch a draft emergency resolution that limits the commission involved in the process of distributing meal vouchers.
- 2. Also, the value added tax for tickets to performances, concerts, cultural and sports events will be 9%
- 3. A mention is also made regarding the calculation of taxes for multinational companies. Excise duties, which are already a tax, will be deducted from the total turnover, in addition to investments. And the tax will remain 16% of the profit, but not less than 1% of the turnover, calculated according to the criteria outlined earlier.
- 4. For cultural institutions with less than 50 employees, the possibility of association will be transferred to local authorities.
- 5. The threshold of 2.5% of the budget for local authorities to finance cultural events was also removed.
“In the near future, the project will be sent to the parliament for changes in the deadline, which will be established at a joint meeting of the permanent bureaus of the Senate and the Chamber of Deputies.
