
Medical certificates for children – a medical certificate on enrollment in the team, an epidemiological report and a vaccination book – are required only when entering a new cycle of education in nursery school, kindergarten, preparatory class and ninth grade. All other children do not need to present medical certificates or epidemiological certificates at the beginning of the new school year, according to the Ministry of Health.
The list of medical documents required for enrollment/transfer to educational institutions can be found in the Methodology for providing medical assistance to preschoolers, preschoolers, students of preschool educational institutions and students of higher educational institutions for the purpose of preserving the health of communities and promoting a healthy lifestyle from July 27, 2023 approved by the joint order of the Ministry of Health and the Ministry of Education and Culture No. 2508/4493 of 2023, the Ministry of Health informs.
According to the Association of Family Doctors of Bucharest – Ilfov, the following documents are required to enroll in a nursery/kindergarten:
- medical certificate of registration with the community, sample in appendix no. 16.1 (together with an epidemiological report and confirmation of the child’s vaccination – appendix 16.2) – issued by a family doctor.
When enrolling in a preparatory class:
- if the child attended a kindergarten where there is a school medical office: a medical book from the kindergarten and a medical certificate according to the sample given in Appendix No. 1. 16.3 – issued by the school doctor of the attended kindergarten;
- if the child attended a kindergarten where there is no school medical office: a medical certificate of enrollment in the community (together with confirmation of the child’s vaccination) – issued by the family doctor.
When entering the 9th grade:
- if the student studied at a school where there is a school medical office: a medical book from the school and a medical certificate according to the sample given in appendix no. 16.3 – issued by the doctor of the school where he studied;
- if the student studied at a school where there is no school medical office: a medical certificate on enrollment in the community (together with confirmation of the child’s vaccination) – issued by the family doctor.
In case of transition between different educational units:
- if the preschooler/preschooler/pupil attended an educational institution with its own medical office: a medical record from the educational institution from which he transfers, issued by the school doctor;
- if a preschooler/preschooler/pupil attended a nursery school/kindergarten/school without its own doctor’s office: a medical certificate of enrollment in the community (together with a certificate of vaccination of the child) issued by the family doctor.
When returning from the holidays, preschoolers, preschoolers and students will not be required to have an epidemiological report.
Also, in rural areas, where there are no medical offices and dental offices in pre-university educational institutions, medical assistance provided for in para. (1) is carried out by doctors of family/general medicine and dentists from the relevant or nearby settlements in accordance with the provisions of Art. 12 para. (3) Emergency Government Order No. 162/2008 regarding the transfer of all powers and authorities of the Ministry of Health to local government bodies, approved by Law No. 174/2011 as amended.
