The liquefied gas station in Krevedia, where the catastrophic explosions occurred, was fined several times by the Emergency Situations Inspectorate and closed since September 2020, but nevertheless continued to operate, and the investigation by the prosecutor’s office also aims to establish the role of the institutions that should have inspections and ensure that the depot does not continue to operate. One of the institutions that should have known that the liquefied gas warehouse was still operating was the Romanian police. On Monday, the institution reported that “no messages, petitions, information or hearings from citizens or other institutions” related to the activities carried out there have been registered.

The devastating explosions in Krevedia resulted in two deaths and 56 injuries and revealed a number of violations. The liquefied gas station, which belonged to the son of the PSD mayor Caracal, was closed only for documentation purposes. “No complaints, petitions, information or appeals from citizens or other institutions have been registered”

On Monday, Romanian police responded to the incident for the first time, saying they were never informed about the gas station’s activities.

Local residents of Krevedia say the police radar was right at the gate of an illegal LPG storage facility owned by the son of the mayor of Krevedia. “The radar was there. State Secretary of the Ministry of Internal Affairs Bohdan Despescu said on Digi24 on Sunday that he requested an analysis of the activities of the company from Crevedia.

“From the point of view of the MAI structures, we demanded an analysis of how this company’s activities were carried out. The first data were provided to the prosecutor and are part of the evidence,” Despescu said.

The secretary of state at the MAI had no further comment, saying there was a pending file.

The liquefied gas station where the explosion occurred in Crevedia is owned by FLAGAS SRL, which is owned by Ionuc Daniel Doldurea, the son of PSD Caracal Mayor Ion Doldurea.

Over the past 5 years, Flagas SRL has concluded contracts worth more than 1.6 million lei through direct procurement with commune mayors, mostly led by PSD mayors. Among them are the town halls of Moara Vlasi, Bolintin-Vale and Chervenii (Teleorman).

In 2022, the turnover of Flagas SRL was 595,907,886 lei, and the profit was 32,782,166 lei.

Ionuts Daniel Doldurya is also a shareholder in 5 other companies, three of which have contracts for over 2.8 million lei in the same period with town halls mostly run by the PSD. In total, more than 4.5 million lei.

The mayor of Caracalla, Ion Doldurea, whose son owns an illegal liquefied gas station in Crevedia, announced on Sunday afternoon that he had decided to suspend himself “from PSD membership and, implicitly, from any other political position”.

Three criminal cases

Three criminal cases were opened after the explosions in Krevedia.

The Prosecutor General’s Office opened proceedings on the fact of intentional destruction, which caused the disaster, but depending on the investigation, the qualification of the act may be changed.

“The criminal investigation initiated at the level of the prosecutor’s office under the direction of the ÎCCJ prosecutes the crime of intentional destruction causing a disaster, under a disaster within the meaning of the Criminal Code, including a situation where such an event results in the death or bodily injury of two or more persons,” – said the Prosecutor General.

Asked how many inspections the police had carried out since the station was closed, he said: “We don’t have the data, it’s what we’re trying to document what the establishments have been doing since the permit was revoked.”

And the DNA has opened criminal proceedings – it is investigating possible corrupt practices of officials with control duties. As sources in the court informed HotNews.ro, the case was opened on the fact of abuse of official position.

The Military Prosecutor’s Office of Bucharest reported itself and opened a criminal case in the case of firemen’s intervention at the LPG warehouse.

IGSU, LPG storage clarification – authorization and revocation notices: We did not have the authority to stop the operation

What IGSU says about the LPG warehouse, where numerous violations were discovered and the operating permit was revoked:

  • “This purpose was approved for fire safety on 13.10.2011, by the Emergency Situations Inspectorate “BASARAB I” of Dâmbovița County, as an LPG supply system for vehicles with a monobloc installation of the SKID type with a LPG storage capacity of 4000 liters.
  • On 30.07.2020, after receiving the notification, the Emergency Inspection “BASARAB I” of Dâmbovița County conducted an unannounced control at this facility, finding that the SKID had been moved within the site. Thanks to the new installation provision, neighbors and electrical installations no longer maintained the safe distances that were the basis for issuing a permit. Therefore, through the control document, the employees of ISU Dâmbovița noted the loss of validity of the fire safety permit.
  • At the same time, in the same case, the use of an unauthorized pump to pump liquefied gas from one tank to another and the existence on site of a station for refueling own vehicles with diesel, which had a fuel leak, a deficiency that was sanctioned, were declared illegal with a fine in the amount of 10,000 lei.
  • Due to the loss of validity of the fire safety permit on 31.07.2020, in accordance with the provisions of Law No. 307/2006 on fire protection, the Office of the Trade Register at the court in Dambovitsa and the office of the prefect of the district in Dambovitsa was notified. At the same time, the Law provides for the provision of information to other interested public institutions, i.e. ISU Dâmbovița has also informed the District Building Inspectorate, the County Council, the Environmental Protection Agency, the General Inspectorate for Emergency Situations and the City Hall of Krevedia.
  • On September 28, 2020, a new surprise control of the relevant object was carried out, as a result of which it was established that the object continues to function. Thus, through the control document, activity without a fire safety permit was recognized as a violation, which was sanctioned with a fine of 30,000 lei. In addition, an unauthorized tank-type tank was found on site, in which liquefied gas was overflowing, and another fine of 10,000 lei was applied.
  • On September 30, 2020, by decision of the General Meeting of legal entities, it was decided to close the workplace in Krevedia.
