Nela Vika Andrijes (formerly Vrinčanu), the sister of Minister Gabriela Firea, actually worked from April to December 2021, when she even became head of service, in the Department of Social Assistance (DAS) of the voluntary city hall, headed by her brother-in-law, Florentin Pandas. During this nine-month period, her colleagues made seven inspections in one of Cristina Dumitra’s “camps”, part of the centers for addicted people in Ilfov, which is currently being investigated by DIICOT, write the Media and Bulletin de București Investigations Center.

It is not known what the results of the inspections were, but it is known for sure that the center continued to function, albeit immediately in the previous months, from February 2020 to March 2021, that is, for a year and two months, according to the received documents. According to investigations by Media and Buletin de Bucharest, at least 21 people died in this center. Each death was entered in the “visitation book” left by the patron of the center during the premature move in April 2022, when Cristina Dumitra took all the beneficiaries by bus and ambulance and moved in five minutes to Camila Petrescu Street. 5-7.

On July 9, 2023, the Minister of Family Affairs, Gabriela Firea, wrote on Facebook that her sister, Nela Vica Andries, “NEVER COOLED a social service that would have attributions in Voluntary or Ilfov in the case of the elderly, people with disabilities” (no – highlighting in capital letters belongs to Gabriela Firea).

According to the official answer received by the journalists of Libertatea, CIM and BdB from DAS Voluntari, while working in this institution, Nela Vica Andris was the first “chief inspector” in the Department of Strategies, Programs, Projects, Partnerships, Relations with Public Organizations. as part of the child and youth protection service of the institution, after which she headed the assistance and social protection service.

In his first position, chief inspector, his first task, according to the job description, was “the development of projects, programs related to the restructuring, organization and development of social assistance programs for children, families, the elderly, people with disabilities, to any other persons at risk”.

At the same time, according to the job description, Sister Gabriela Firea was also responsible for “consulting and directing the ‘private organizations’ of social assistance, that is the private centers in Voluntar, which have now been investigated by DIICOT.”

In the same job description, in the third point mentioned in the DAS reply, Chief Inspector Nela Vica Andris was to “develop” projects and programs “to support people in difficult situations”.

At the same time, it was planned to carry out monitoring (paragraph ten) together with the specialized services of the institution “social services of the community, which are provided to categories of vulnerable people of the city of Voluntari, in cooperation with public organizations operating in the social sphere or directly by them, transferring the services of a subcontractor on the basis of special laws in the sphere social assistance”, as well as “collecting the necessary information for the creation of materials”.

Having just won the competition for the position of chief inspector in DAS Voluntari, the daughter-in-law of the mayor suspended her position, not working in it for almost two years. Thus, out of 54 months, Gabriela Firea’s sister worked for eight full months, May 2021 – December 2021, during which she earned 56,000 lei, i.e. 7,000 lei per month, according to her wealth declarations.

In December 2021, Nela Vika Andris headed the Assistance and Social Protection Service of DAS. A month later, in January 2022, Nela Vika Andries again suspended her employment contract, this time at her request, for more than a year.

He returned to work at DAS in February 2023, just after the BdB and CIM published a series on the Ilfov centers, which are now the subject of a wide-ranging investigation by DIICOT prosecutors, but only for a few days. In the same month, according to the document, Minister Firea’s sister and Mayor Pandele’s sister-in-law was transferred to the Directorate General of Social Assistance and Protection of Children (DGASPC) in Ilfov.
