The PNL mayor of Mangalia, Kristian Radu, in office since 2012, was referred to the DNA court along with six other city officials accused of entering into 95 legal aid contracts with the law firm, even though the City Hall had already entered into legal aid contracts. assistance with another firm with a fee more than 200 times lower than that established by the new contracts. According to DNA, the damage caused to Mangalia City Hall in this way exceeds 2.7 million euros.

On Tuesday, DNA announced the indictment as follows:

  • Christian Radu, at the time of the events and currently the mayor of Mangalia municipality, for committing official abuse, in continuous form
  • Petrina Boita, on the date of the facts, the secretary of the municipality of Mangalia
  • Romulus Dumitrana, on the date of the facts, the state administrator of Mangalia municipality and the authorized person with the duties of the mayor
  • Didi George Kelin, at the time of the facts, the director of the legal and local government department, and later the director of the department of public procurement and development programs of the Mangalia City Hall
  • Daniel Vladescu, at the time of the events, head of the legal service of Mangalia City Hall
  • Diana Ionela Fotin, at the time of the events, director of the Department of Fiscal Management and Control of the Mangalia City Hall
  • Maria Negru, at the time of the events, an official of the city hall’s preventive financial control department
  • Lawyer of the Bucharest Bar Association

All seven are accused of aiding and abetting abuse of office in a continuing manner.

The accusations that the DNA makes against the mayor of Mangalia

  • “Between October 2014 and December 2017, Christian Radu, as the mayor, in violation of the law, allegedly entered into 95 contracts for the provision of legal assistance and representation of the Mangalia City Hall with a law firm, in the person of a lawyer referred to the court in this case. in cases pending before courts and other judicial or jurisdictional bodies.
  • Some of the contracts would be awarded on terms that Mangalia City Hall had legal aid contracts with another law firm that would have provided for fees that would have been more than 200 times lower than those set forth in the new contracts.
  • Mayor Christian Radu would use the help of the other six civil servants, who would draw up and sign various documents (requirement reports, specifications, etc.) that would be the basis for the organization of official procedures for the acquisition of the above-mentioned judicial services.”

According to DNA, damage to the Mangalia City Hall totaled 13,675,922 lei was caused in this way.

Precautionary measures were ordered in this case, and Mangalia City Hall announced that it was not a civil party to the criminal proceedings.

The case was referred to the Constanta Court of Appeal.

Christian Radu has been the mayor of Mangalia since 2012, and he is also the leader of the municipal organization PNL. From 2005 to 2012, Christian Radu headed the Financial Guard of Constanta.
