The City Hall of Sector 2 will modernize the Plumbuita Park, according to the project approved by the institution. Although it is the largest green area in Sector 2, over 20 hectares, only maintenance work has been carried out in the last 30 years, but not severe, some areas are almost in a state of disrepair, and 4 hectares have been retrograded. At the moment, bureaucratic steps still need to be completed, but the works will start in the autumn or spring of 2024, says the mayor Radu Mihaju, the investment is about 80 million lei. The good news is that even a retroceded work could be redeemed.

Plumbuita Park consists of two parks and an island, which are connected by a promenade on the shore of Lake Plumbuita. The most well-maintained of these is the one at the Doamna Ghica junction, but it is far below what a park should look like these days. The second piece of the park near the Kolentina Bridge, here the situation is even worse, the territory is dirty, and 4 hectares are generally neglected, retrograded.

The island located behind the Plumbuita monastery, which until 2 years ago was full of garbage, remaining desolate, has been cleaned, but nothing more has happened, public access has been stopped because the metal bridge that connected the island to the park is out of service. posing a danger to users.

Mayor Radu Mihaiu announced two years ago that he would modernize the park, but everything is going slowly, and the only thing that has been done in the park is the modernization of the playgrounds.

Recently, the City Hall of the 2nd sector received approval for the Documentation for the Approval of Intervention Works (DALI), essentially a document that defines what modernization works will be carried out in the park.

What works does the City Hall of District 2 want to do in Plumbuita Park

The main works concern vegetation and green spaces. The existing trees will be preserved, but dozens of young trees will also be planted, and an irrigation system will be installed on the grassy areas. Water will also be brought to the river in the park, which is now almost dry, and an artesian fountain will be put into operation on the lake.

  • “First of all, the existing green areas will be put to good use. In addition, hundreds of trees, thousands of bushes and perennial plants will be planted. An irrigation system will be installed.
  • Between Plumbuita Island and Plumbuita Park 1, the Colentina River has a dead arm, an area where water does not flow. Because of this, there is a lot of vegetation growing there and it causes unpleasant odors in the summer, we want to solve it.
  • We will renovate the existing pumping station in the park and it will have three functions. It will provide the necessary water for vegetation – we will pump water from the lake and provide the necessary flow for irrigation. This will go a long way in ensuring sufficient water circulation in the dead arm.
  • Because when the flow needed for irrigation is low, we will be able to pump water into the overflow system of the lake, and in this way we will circulate the water under the park to Plumbuita 2. And the last function is that we will restore the operation of the borehole in the lake to remove stagnant water.” Mihayu explained to HotNews.ro.

Plumbuita Park 1 – existing vs. proposed

Then the paths and walks in the park will be completely reconfigured, they will make new sports fields, a running track, an area with hammocks, picnic tables, as well as gazebos for children’s parties, as in Titan Park.

  • “Alleys are being rebuilt and traffic in the park is changing, because now there are many unused alleys, and some are very busy – too small.
  • Furniture is replaced and new elements are added, such as bicycle racks, picnic tables, outdoor libraries, deck chairs, hammocks. But most importantly, many new features have been added, especially in areas that are now virtually deserted.
  • The park will have a running track, a bike path to connect to the future bike path we want to build on the lakefront, we are redoing the sports fields and adding a badminton court, we are adding big gazebos near the play areas because people have birthday parties in the park for the little ones, free of charge, the playgrounds are being expanded and we will add inclusive sensory devices, paths for balancing, we will add a pedestrian fountain, which will definitely become an attraction for all children in the summer,” Mihaiu explained.

A new entrance to the park from the Petrychan side will also be built, and more sports fields are planned to be installed on the island.

  • “At the entrance from the Tay Tobok side, where nothing is happening now, we will restore the promenade and install a viewing area, a picnic area and a reading area.
  • We will also have new sports fields, a skate park, a corner and gazebos on an unoccupied plot near the Plumbuita monastery. The aim is to gather people throughout Plumbuita Park to enjoy this park to its fullest.
  • Plumbuita Island, which was a landfill when I took office and where we removed more than 800 tons of garbage, will become a full-fledged park. We will have 2 multi-sport courts, a volleyball court, ping-pong tables, a fitness area, playgrounds, and picnic areas,” explained Mihayu.

The works may not begin until autumn, and their cost is estimated at 80 million lei.

For Plumbuita Park 1, the cost of works is estimated at 39,693,823 lei, for Plumbuita 2 – 34,453,100 lei, and for Plumbuita Island – 10,236,187 lei.

However, the exact cost of the works will be known only after the City Hall conducts a tender to identify the developer. The money could also come from non-returnable European funds. “We are considering this project for financing at the ROP, which will be opened in the next period,” says Mayor Radu Mihaju.

In the best case scenario, work could begin this fall and last 12 months.

  • “It is difficult to estimate when the works will begin, because after the approval of the indicators, an auction is held, the terms of which may change depending on the number of offers and possible appeals. Also, this project is authorized at PMB and I cannot guarantee that the documentation will come out quickly after authorization without being in our pen.
  • In the best case scenario, implementation will begin in late fall if all goes smoothly, but it is more realistic to start work in the spring of 2024. At the DALI level, where we are now, the implementation schedules are estimates, they are not very certain.
  • And we have an interval: after the signing of the contract, 2 months are given for design, coordination, approval and authorization and an interval of 8 to 12 months for the actual implementation,” explained Mihayu.

City Hall could purchase a retroceded piece in Plumbuita Park

In March, Sector 2 City Hall received the green light from the General Council to purchase 4 hectares reclaimed in Plumbuita Park, according to a 2014 court decision. Currently, the park is in an abandoned state. Currently, the purchase price of the green zone has not been determined, negotiations will begin between the City Hall of Sector 2 and the owners.

The returned 4 hectares are located between Plumbuita Street and Plumbuita Monastery. Owners: Teodora Berbulescu, Koroi Rodika-Eugenia and Khanganu Anka-Maria.
