The local council of Sector 3 approved on Thursday the increase of fixed monthly cash allowances for the presidents of the boards of directors of the companies Algorithm Residencial S3, Algorithm Constructions S3, Sanitation and Snow Removal S3, Internet and Technology S3, Asset Administration Sector 3, where Sector 3 is a shareholder, from 12,000 lei net/month up to 15,000 lei net/month. Heads of administrative councils earn up to 7,000 euros per month, as they work in several public institutions or privately.

According to the rationale, signed by Mayor Robert Negoitz, the allowances have not increased since 2018, respectively, since 2019. The salary increase was proposed in the context of rising inflation and average gross wages in the economy.

“At the address no. 15693/17.01.2023 the presidents of the boards of directors of the companies Algorithm Residential S3 SRL, Algorithm Construcții S3 SRL, SD3 Salubritate si Deszăpezire S3 SRL, Internet si Tehnologie S3 SRL and Administrare Active Sector 3 SRL demand an increase in remuneration, up to 15,000 lei net/month, taking taking into account the fact that they were not changed until this date, the economic activity of companies increased, the inflation rate reached values ​​above 10% during 2022, and the average gross wage in the economy increased from 4,138 lei in 2018 to 6,679 lei in 2022 , that is, an increase in the average gross salary by almost 50%, the mentioned values ​​are published by the National Bank of Romania and the National Institute of Statistics. “, says the approval report signed by Mayor Robert Negoitz.

The heads of the boards of directors have incomes of up to 7,000 euros per month

As they work for several institutions or state-owned companies, heads of administrative councils receive up to €7,000 per month from public funds.

The president of the board of directors of Algorithm Residencial S3 is Mihai Comanescu.

According to the declaration of assets submitted at the time of taking office, in April 2022, for 2021, Mihai Comanescu worked for Compania Națională Aeroporturi, where he received an income of 85,589 lei.

The president of the board of directors of Algorithm Construcții S3 is Panait Radu Alin.

According to the property declaration submitted in April 2022, when he took office, he had the following income for 2021, both from the state and from the private sector:

• President CA Algorithm Residential S3 – 126,821 lei;
• Sports Shooting Federation of Romania – public procurement expert – 16,068 lei;
• I. L. Karagiale National University of Theater and Cinematographic Art – 17,348 lei;
• Councilor of Sector 3 of Bucharest Municipality – 11,292 lei;
• PFA Panait Radu Alin – public procurement consultant – 159,735 lei
• Euro Urbe Consulting – public procurement consultant – 55,567 lei;

This has an average monthly income of around 6,500 euros per month. The declaration of wealth for 2023 has not yet been published.

Florentin Corbulianu is the president of the board of directors of Salubritate si Deszăpezire S3.

According to the declaration of property status, submitted when he took office in April 2022, he had the following income for 2021:

• Asset management sector 3 – allowance of the president of the CA – 230710 lei
• SmartGreen Constructions – administrator – 72,000 lei:
• Public Property Administration Bucharest – General Director variable rate – 115428.

In total, he collected about 7 thousand euros per month. The declaration of wealth for 2023 has not yet been published.

The president of the board of directors of the S3 Internet and Technology company is Christina Argir – Olena. In 2022, she had the following income, according to the declaration:

• Internet and technologies S3 – 368,848 lei;
• National Lottery Company of Romania – 41,974 lei;
• ROFERSPED SA – 30,000 lei
• Thus, he collected more than 7 thousand euros per month.

The husband, Argir Alin Madalin, also works as a state employee. He collected:

• 48,586 lei from Algorithm Constructions S3;
• 23,152 lei from Sector 3 of Bucharest Municipality
• 3232 lei from DCZ SHOP SRL

Christina Argir is the former daughter-in-law of Sector 3 Mayor Robert Negoitz.

According to the declaration of wealth submitted in March 2022, in 2021 Kristina Olena Argir had the following income:

• 287,787 lei – allowance – Internet and S3 technologies
• 456 lei – assistance – from Voltalim SA Craiova

Olena Kristina Argir has been working at S3 Internet and Technology since 2017, when she was appointed by the then majority of the city council as an administrator. Her salary then was 8,000 lei/month.

Then, from December 2017, the District 3 local council decided that she should be the head of the administration board. He was the head of the AU from 2017 to 2021, then when the term ended. He then secured a temporary mandate until February 2022, when he received another 4-year mandate.

Christina Argir is an economist by profession, graduated from ASE. His sister, Sorina Dokuz, was the wife of Mayor Robert Negoit, and they have a child together.

Sorina Dokuz, together with her sister – Christina Argir – own a tailoring workshop – Sow Atelier, according to the declaration of interests. The two sisters had dozens of photos together both on the Facebook page of the workshop and on Christina Argir’s personal page. Former mayor Gabriela Firea was among the clients of the tailoring workshop.

The president of the board of directors of the company Administrare Active Sector 3 is Odorog George Kostin.

He did not work in Sector 3 in 2021. He took over as Director of CA in April 2022. The declaration of property status for 2023 has not yet been published.

Michaela Vaccaru, a member of the USR local council, said that the increase in allowances, considering that these people receive thousands of euros per month from the state, is a joke: “This decision is justified by indexation to inflation. These people who are promoted, according to their wealth declarations, have high incomes, ITS 37,000 lei per month, in Algorithm Construcții -32,000 lei/month SDZ 34,000 lei per month, from the City Hall of Sector 3 or from other CAs. This justification for incomes exceeding 30,000 lei per month is a joke,” she said.

Evgeni Matei, USR sector 3 councilor, said that the heads of the boards of directors of sector 3 city hall companies have higher allowances than the president of Romania or the prime minister, who earn somewhere around 24,000 lei, given that the former visit these companies 1-2 meetings per month.
