
Marcel Ciolacu pledges in a government program that Romanians will no longer be the “modern slaves” of Europe, promising higher wages and pensions along with a vision focused on domestic capital, investment in education and health care, and a halt to rising prices.
“We know exactly what we have to do, and we propose a plan with 5 main goals,” said the Prime Minister, who briefly presented the government’s program.
5 goals:
- 1. Solve the issue of special pensions once and for all and adopt a new law on uniform remuneration
- 2. Stopping price growth and restoring purchasing power
- 3. The development of public education and health care systems is the main argument to convince Romanians who left to return to the country
- 4. Economic patriotism – development of the economy by increasing national production, attracting European money and budget allocations; 5. Creation of more and better paying jobs
Decalogue of Cholak
The governing program of the Čolak Cabinet is based on 10 values and principles that promise the economic recovery of Romania, the re-industrialization of the country, the adoption of the European minimum wage, more jobs and higher wages, and an end to prices. “We are fighting for Romanians to stop being the “modern slaves” of Europe with the lowest incomes in the EU,” is one of the principles.
Values and principles prescribed in the management program:
- 1. Program for Romanians: support for people, support for job creation in the economy.
- 2. Stop the rise in prices, stop the public debt.
- 3. Productivism – we develop production, investment and jobs here in Romania.
- 4. We balance the country’s trade balance: exports as high as possible, imports as low as possible.
- 5. We strike a balance between stimulating the economy and social justice through solidarity (strengthening the middle class) and fairness (leaving no one behind).
- 6. We will reindustrialize Romania with state aid schemes for all companies that produce here, regardless of shares.
- 7. We are fighting for Romanians to stop being the “modern slaves” of Europe with the lowest incomes in the EU.
- 8. We are rebuilding the social protection system that was hit hard during the pandemic so that the burden of the crisis no longer rests on the shoulders of those in need.
- 9. We want to adopt the European minimum wage to minimize the risk of poverty for Romanian workers.
- 10. We invest heavily in green energy for ZERO utility bills for hospitals, schools and kindergartens, agricultural farms, SMEs.
Inflation reduction in 6 months
In the economic sphere, Marche Čolaku promises to reduce inflation to 8% in six months, double investments, and increase GDP.
Economic goals until December 2024:
- We bring inflation to 8% in the first 6 months of the government.
- The stimulus for the population and the economy returned 10% of GDP to the economy, 5 times more than the governments of 2020 and November 2021.
- We support more than 100,000 companies producing in Romania, 99% of which are SMEs (63,000 only through the programs run by the MFP and from the FE 2014-2020 and 2021-2027 and PNRR periods).
- We are doubling public investment in the economy to 126 billion lei in 2024 compared to 59 billion lei in 2021 after taking over the government.
- We reach 82% of the EU average for GDP per inhabitant compared to standard purchasing power (in 2022, the figure is 77%, according to Eurostat).
- At the end of 2024, we aim to reach a GDP of €360 billion, €120 billion (50% more) than in 2021 when we take over
- We stop the government in debt. We will bring debt to GDP to 46% in 2024 from 49% when we take government in 2021.
Salary 1000 euros net
Marcel Čolaku promises in the government program that on January 1, 2025, the salary of an employee with a child will not be less than 500 euros, and more than 1.5 million workers will have more than 1,000 euros net per month. The average increase in net salary on the same date will also be €1,000 net.
Social goals:
- On January 1, 2025, no full-time employee with a dependent child will earn less than
- 500 euros net per month.
- On January 1, 2025, no young person under the age of 26 working full-time in Romania will earn less than €500 net per month.
- On January 1, 2025, more than 1.5 million individual employment contracts will receive remuneration of more than €1,000 net.
- On January 1, 2025, the average net salary in Romania will exceed 1,000 euros net.
- Reducing the regional gap by 15% by the end of 2024.
- More than 1.2 million Romanians have been brought out of severe material and social poverty.
Where does the money come from?
Money for all events will come, according to the Government program, from:
- State budget – state investments of 239 billion lei in 2023 and 2024 (investments financed from national and European funds and PNRR).
- Acceleration of the collection of the debt that is subject to collection (11.5 billion lei, i.e. 33% of the amount of debt remaining for collection as of September 30, 2022) and reduction of tax evasion by 7 billion lei.
- European funds in the amount of 10 billion lei from the sums already allocated through the Modernization Fund.
- Public-private partnership for at least 5 main investment objectives. Three billion euros (15 billion lei) can be obtained only from the private pension funds of Romania, at the expense of real PPP projects.
- Financing from development banks.
- FDI inflow of 24 billion euros (120 billion lei) in 2023 and 2024.

The PNL and PSD split their ministries in the new Cholak government, which will not include the UDMR. The union, led by Kelemen Hunor, remained outside the Victoria Palace after the PNL refused to allow development-averse Udemers to take over the environment and energy ministries.
The government’s list will be submitted to parliament on Tuesday evening and a hearing will be held on Wednesday.
