With great success and the participation of scientists from the largest universities in Europe, his work was completed. International conference CESifo-Delphi Conference organized jointly by the German Research Institute CESifo and the Department of International and European Economic Studies (DEOS) of the Athens University of Economics and Business (OPA) on the theme: “Financial Potential: Origins, Consequences and Challenges” on June 2 & February 3, 2023 in Hydra.

The proposals presented had as their main subject the “fiscal capacity” of the state, that is, the state’s ability to increase tax revenues and provide its citizens with efficient public goods. Why did some states develop fiscal capacity earlier while others lag behind? How do fiscal options affect the structure of taxation and government spending in the economy? What fiscal problems do governments face because of a globalized economy that allows goods and factors of production to move freely from country to country? How can the phenomena of international tax competition and profit shifting in tax havens be successfully combated? Here are some of the questions addressed by eminent researchers who participated in the international conference.

Among the distinguished speakers who took part were: Eckhard Janeba from the University of Mannheim, Dirk Foremny from the University of Barcelona, ​​Marco Köthenbürger from the ETH University Zurich, Michael Stimmelmayr from the University of Bath, as well as representatives of international organizations and the European Central Bank (EKT) from OPA, Dean School of Economics, Professor Tomas Mutos, as well as Professor Sarantis Kalivitis and Associate Professor Pantelis Kammas.
