
The Hellenic Chamber of Technology commissioned a consortium to digitize building permits for approximately 3.5 million buildings in 288 municipalities. The titanic project, with a budget of 112 million euros, includes scanning all files accompanying a building permit by 2018, when the e-adeies system is launched.
The contract was signed a few days ago by TEE President Giorgos Stasinos and a representative of the Vodafone-Panafon, Netcompany-Intrasoft and Nova Telecommunications and Media consortium. The project concerns the urban planning of the entire country, with the exception of the regions of Attica and the municipalities of Heraklion, Patras, Trikala and Kalamaria, the digitization of which will be carried out in the context of another project (digital map) and Mount Athos.
The Recovery Fund funded archive scanning project is due to be completed by the end of 2025.
According to the contract, the project includes scanning approximately 3.5 million building permits and 43.6 million topographic maps, floor plans, floor plans, elevations and static plans (plans accompanying a building permit). Based on the 2011 Census of Buildings, this figure is estimated to correspond to approximately 3.5 million buildings. The Contractor also undertakes to add “metadata” to the digital documents (so that they can be searched) and display them at the site level (where possible). This will be done in two ways: either by using the coordinates that describe the property (in the latest permits) or by “geolocation” against the backdrop of the Greek Land Registry.
The contract has a particularly significant budget, 112.1 million euros – in fact, TEE has the right to unilaterally increase the physical volume of the contract up to 50%. The project, funded by the Recovery Fund, should be completed by the end of 2025. The project was bid by two consortiums (the other was TERNA – Fotagonled – Master), but according to the tender evaluation protocol, it was important that one of the companies of the dominant consortium implemented the e-Urban III project.
The Technical Chamber has signed another contract relating to the same, broader project: the creation of a register of buildings in 32 municipalities. The project with a budget of 8.8 million euros was implemented by Netcompany – Intrasoft. The contractors will create a 3D cartographic background that accurately captures the building area in these areas. “This information, combined with field measurement data, will result in an identification of the results with the officially registered data of the municipal tax base and the arbitrary TEE base,” it says.
