Mykonos: a rain of fines – new data on violations

A new “package” of autopsies was sent a few days ago for Mykonos. This applies to large beach business islands that have been tested for urban violations in the middle of April. He allocates a penalty for Lohan, which is approaching 2 million euros. Meanwhile, the prosecutor’s office opened a new criminal case. Principotsince an attempt was made to cover the cement with sand.

After the first “package” of urban lawlessness, which included enterprises Principot at Panormos And Nammos in Psarou, Ministry of the Environment the mission of the remaining autopsies began, which were carried out by environmental inspectors in early April. His case stands out among them club Lohan on Kalo Livadi beach, in which the most extensive iniquities were also found. As it turned out, a complex of auxiliary buildings and structures was created behind the main building of the enterprise, all of which are illegal, occupying a total of 970 square meters.

Among the recorded violations are a building with an area of 94 sq.m, two panel houses with an area of 20 sq.m, two containers with an area of 88 sq.m. and 14 sq.m., buildings made of panels and sheets, as well as 10 tanks. The inspectors also observed the cementing of an open space in front of the 110 sq.m. business. and configurations with a deck and shade on the beach.

According to the autopsy report, part of the unauthorized buildings are located within a 100-meter zone from the coastline (defined since 1993 as a residential control zone), within the old coastline and within the coastline-beach. The total construction fine (paid once) was calculated at €1,326,500 and the maintenance fine (paid annually until the illegality was corrected) at €658,750 (total €1.98 million). However, it should be noted that the company has already begun to eliminate some illegal activities (for example, pergolas in the coastal-beach area).

Mykonos: rain of fines - new data on violations-1
“In the Principality of Mykonos, the dismantling of temporary structures made of bamboo and white tarpaulin has been completed. But they cannot demolish 40,000 square meters of concrete covered with sand on the beach, ”the complaint against Principote says.

At other enterprises, there were clearly fewer violations recorded by inspectors (and, accordingly, fines). More specific:

• In Pasaggi in Ornos, two auxiliary buildings of 93 sq.m. and 13.6 sq.m, unauthorized retaining walls, pergolas and wooden screens (in the coastal-beach area). As noted in the report, it is necessary to check one more structure, declared on an arbitrary platform, but without a topographic map. This corresponds to a building fine of €360,570 and a maintenance fine of €179,730 (total €540,388).

• IN Restaurant Alemagu in Ftelia, a large number of illegal ancillary spaces have been discovered. Among them, a 47m2 toilet building, a 7m2 warehouse, a 31m2 prefabricated house, an 18m2 container, ten wooden warehouses and shelters, a concrete tank, and others. The autopsy also notes that the external configurations in front of the store with the creation of levels, the addition of pergolas and walls are recent constructions and are not depicted in the 2011 aerial photograph. All arbitrary constructions are located in the protected zone (100 meters) of the beach. The inspectors asked the city government of Syros to check the building permits and agreements. The building fine amounted to 288,870 euros and the maintenance fine was 143,530 euros (432,400 euros in total).

• Corresponding expansionist tendencies also took place Solymar on Kalo Livadi beach. The inspectors recorded the expansion of the main premises by 40 sq.m, the expansion of the wooden decks literally in front of the sea, the expansion of the facade of the store with wooden decks by 250 sq.m. (partially within the beach and the old beach) and a floor behind it of 97 sq.m., construction of a wooden roof, a fence, etc. It is interesting that one of the buildings (warehouse and laundry, 27 sq.m.) was built … under part of wooden decks, underground. All arbitrary buildings are located in a protected area 100 meters from the beach. The building fine was calculated at €166,735 and the maintenance fine at €81,267 (total €248,000).

• IN Santana, on Paraga beach, found a storage room with a kitchen, 32 sq.m., partly within the beach area, deck configuration 64 sq.m. within the beach-beach and the expansion of another deck by 113 sq.m. within the beach. In addition, the city planner of Syros was asked to review the building permit and the “location” of the building. The construction fine is 11,944 euros and the maintenance fine is 5,970 euros (total 17,914 euros).

A new case was created on the Principote as an attempt was made to cover the cement with sand.

• Finally, in Jackie O in the castle area only very minor violations were found in relation to one business shelter. The fine for installation was set at 6,106 euros and the fine for maintenance at 2,454 euros (total 8,560 euros).

According to reportsthere are still several autopsies to close the cycle of inspections conducted in early April. Among them is another one for Nammos, which concerns the rest of the company’s premises. For their part, business representatives now have the right, if they so wish, to file an objection with the Central City Planning Board (KESYPOTHA) and/or a requirement for compliance (i.e. correct violations themselves).

Dead end

In addition to urban disturbances where they exist, two interesting conclusions emerge from the finds (and the scribbles that accompany each decision). First, the facilities that businesses have “refurbished” in the past are much larger than those that previously existed as legitimate. This testifies not only to the scale of lawlessness, but also to the distortions that create “settlements” in such territories, significantly multiplying the development. Secondly, this once again proves that the “settlements” lead to a dead end: on the one hand, they are not controlled by anyone (whatever you say), so the lawlessness committed after 2011, or the lawlessness in the areas of the residential zone of control of the island in what construction is prohibited. On the other hand, the calculations are difficult to verify (even years after the completion of the process), as the deadline for submitting surveys and other required supporting documents is constantly extended. And, finally, “ordered” spaces are often expanded by new illegalities.

Camouflage work

The transport of sand… to cement the beach at Panormos, opposite Principote, was discovered yesterday by an inspection team. This incredible effort was noticed after the filing of the complaint and the formation of the case file by order of the prosecutor of the Aegean Court of Appeal, Odysseus Tzorbatsoglu.

“In the Principality of Mykonos, camouflage work is proceeding at a rapid pace. The dismantling of the temporary structures made of bamboo and white tarpaulin has been completed. But they cannot demolish 40,000 square meters of concrete poured onto the sand of the beach, ”says the complaint, located at: disposition “K” too. According to the complaint, over the past few days, a large amount of sand has been removed from the beach and the concrete foundations of the structures have been covered up. “The trick is nearing completion, the workers are guarded by watchers day and night. Apparently, the police and judges do not see anything wrong. All you have to do is take a shovel to find under the sand, between the white walls lying horizontally, the degree of camouflage of the floor.”

The complaint fell into the hands of Mr. Tzorbatsoglu, who ordered an urgent inspection of the scene. The Athens team that visited the Principote yesterday confirmed the information. Subsequently, the applicants’ prosecutor’s office yesterday opened a criminal case against the shop’s managers for illegal sand mining and other charges.

It should be noted that Principot’s motion to suspend the sealing decision was heard yesterday at the Syros Court of Appeal. However, as of yesterday evening, it is not known whether a decision has been made. However, a few days ago, the prosecutor’s office found that the seals at the enterprise were opened in order to feed the staff hired for the season.
