
On Monday, the Senate adopted a draft amendment to Law No. 448/2006 on the Protection and Promotion of the Rights of Persons with Disabilities in order to fully ensure from the state budget the sums necessary to pay the rights of personal assistants and to finance social protection measures, reports Agerpres.
Local government bodies are obliged to provide in the local budget the necessary sums from which wages are withheld, as well as other rights belonging to the personal assistant in accordance with the law.
According to the initiators, deputies of PNL and UDMR, the sums are fully provided from the state budget, from sums divided by value added tax, based on the number of beneficiaries notified by administrative and territorial units.
The explanation states that the non-payment of wages directly affects the social service provider, the personal assistant, as well as the person with a disability, “since the first of these persons could have a tendency to leave work and identify other options for obtaining illegal income.”
“With regard to the availability of funding from different sources in the old legislative provision, there were cases and long delays in payments to these extremely vulnerable people. It should be noted that non-payment of wages to personal assistants is related to non-support of payment from the state budget with the availability of financial resources from the local budget,” the motivation reads.
The Senate is the first legislative chamber in question.
