The first reaction of the Ministry was to provide clarifications on the circular, which stated that it was only about small hospitals, whose clinics provided a small number of specialist doctors and where, in case of absence for any reason, the rest are in debt with excesses. However, less than 24 hours after the clarification, and while the response was ongoing, the ministry finally returned the sector to emergency status.
