  • WHAT AN APPLICATION FOR ENROLLMENT IN THE PREPARATORY CLASS LOOKS LIKE

According to the calendar approved by the Ministry of Education, preparation for enrollment in the preparatory class in the 2023-2024 academic year began on March 30 with:

  • A display of school constituencies, the proposed curriculum and the number of preparatory classes allocated in each school unit, including on the website, if any, and on the website of the school inspectorate
  • Displaying information that allows parents to learn about preschool-specific activities within the unit

In the period from April 5 to April 26, 2023, there was an assessment of the development of children who turned 6 years old between September 1 and December 31, 2023, and the issuance of a recommendation for enrollment in the primary level of children who attended kindergarten, according to news.ro.

Between May 3 and May 18, 2023, parents/legal guardians fill out the registration form online or at the educational institution where the children apply for enrollment.

On May 31, 2023, information about registered candidates and the number of available places will be posted in educational units and on the website of the school inspectorate.

The stages of the second registration session will start on June 5.

According to the Ministry of Education, children who will be 6 years old by August 31, 2023 inclusive, must be enrolled in a preparatory class in accordance with the provisions of the Law of Ukraine “On Education”. 1/2011, with further changes and additions.

Lists of school constituencies should be posted in the offices of the county school inspectors and on bulletin boards or on the websites (if available) of educational units, and parents should be informed about the content of educational activities carried out in the preparatory class, the didactic approach, the organization of the school program etc.

Parents whose children turn 6 years old in the current year between September 1 and December 31, inclusive, can enroll their children in elementary school, in a preparatory class for the appropriate level of development.

All educational institutions are required to provide information on the procedure for enrolling children in primary school, regardless of whether parents are members of the respective electoral district or not.

WHOSE CHILDREN MAY BE ENROLLED IN THE PREPARATORY CLASS?

  • Children who are 6 years old by August 31, 2023 inclusive
  • Children who will be 6 years old from September 1 to December 31, 2023 – based on the recommendation for primary education issued by preschool educational institutions, or, if they did not attend kindergarten, based on the assessment of the district resource and assistance center. Education/Bucharest Municipal Center for Educational Resources and Assistance (CJRAE/CMBRAE), as applicable.
  • To receive a recommendation for enrollment in primary school issued by preschool education institutions, the following are required:
  • registration of sent/submitted applications to units of preschool education to receive a recommendation for enrollment in a preparatory class;
  • issuance/transfer to one of the parents by the unit of preschool education of a recommendation for enrollment in a preparatory class or in a large group, depending on the circumstances.

WHO IS THE CJRAE/CMBRAE ASSESSMENT FOR?

  • children who will be 6 years old between September 1 and December 31, 2023 and have not attended kindergarten
  • children who turn 6 years old between September 1 and December 31, 2023 and who returned from abroad.
  • To evaluate children who did not attend kindergarten or returned from abroad, it is necessary:
  • CJRAE/CMBRAE registration of requests for assessment submitted/submitted by parents for children who meet the criteria provided for in Art. 7 para. (1) from the Methodology for enrolling children in primary education, approved by the order of the Minister of Education No. 3,445/2022;
  • CJRAE/CMBRAE evaluation organization planning + display and communication of the evaluation participation schedule;
  • assessment;
  • issuing/handing over to the CJRAE/CMBRAE parent a recommendation for enrollment in a preparatory class or in a large group, depending on the circumstances;
  • the decision of the Commission of the District/Municipality of Bucharest for Enrollment of Children in Primary Education (Commission of the District/Municipality of Bucharest) on exceptional situations requiring the postponement of enrollment of children in primary education.

WHEN AND WHERE IS THE CHILD’S ASSESSMENT CONDUCTED?

  • The CJRAE/CMBRAE assessment of children is scheduled for the period from April 5 to 26, 2023.
  • The assessment is carried out both at the CJRAE/CMBRAE headquarters and at various centers in the district/municipality of Bucharest, with priority in kindergartens.

INTO WHICH EDUCATIONAL SUBGROUND CAN A CHILD BE ENROLLED?

Parents can choose:

  • 1. for enrollment in the electoral district school: in this situation, the child is automatically enrolled based on the verification of the application for enrollment;
  • 2. for an educational unit other than the school of the electoral district: in this situation, the child is enrolled within the limits of free places and, if necessary, according to general criteria, and later also according to specific distinguishing criteria.

Note. Parents may request, by checking the registration form, that a place in the district school be reserved in the event that the child is not enrolled in the educational unit for which the parent has made a choice due to a lack of available space. places

WHERE WILL REGISTRATION TAKE PLACE?

  • In the educational institution where the parents want to enroll the child.
  • Enrollment applications can be filled out and confirmed directly at the educational institution where parents wish to enroll their child.
  • Enrollment applications can also be completed online on a special website, but after completing them, parents must contact the educational institution where they want to enroll their child to confirm the application.

WHAT DOCUMENTS ARE REQUIRED FOR REGISTRATION?

  • Enrollment application type (type) – available at the time the enrollment process begins
  • Copy and original of a document certifying the identity of one of the parents/guardians; Divorced parents during registration also submit a final court decision, which indicates the exercise of parental authority and the place of residence of the minor child.
  • Copy and original of the child’s birth certificate
  • Recommendation for enrollment in a preparatory class (if available).
  • Other documents certifying compliance with general and/or special criteria (if necessary).

WHAT IS THE SCHEDULE FOR COMPLETING/SUBMITTING APPLICATIONS?

  • Between May 3 and May 18, 2023, parents/guardians/legal representatives fill out registration-type applications online or at the school where they want to enroll their children.
  • Also, in the same period, registration-type applications will be submitted/transferred to the educational unit where the children apply for enrollment, including a recommendation for enrollment in the preparatory class, respectively, an affidavit and the necessary documents in simple copies.

WHEN AND WHERE WILL THE LIST OF REGISTERED STUDENTS AND THE LIST OF VACANCIES BE POSTED?

  • May 31 (for the first stage of registration): display of registered candidates and the number of vacancies in educational units and on the website of each school inspectorate.
  • June 15 (for the II stage of registration): publication of the final lists of children enrolled in the preparatory class in each educational unit.

WHAT ARE THE SEPARATION CRITERIA THAT SCHOOLS APPLY IF THE NUMBER OF CHILDREN IS MORE THAN THE NUMBER OF PLACES?

I. General criteria:

  • a) availability of a medical certificate declaring the child disabled;
  • b) the presence of a document confirming that he is an orphan from both parents. The situation of a child who arrived from an orphanage/boarding home/family arrangement is equal to the situation of a child who was orphaned by both parents;
  • c) having a document stating that he is an orphan from only one parent;
  • d) presence of a brother/sister studying in the relevant educational unit.

II. Specific criteria:

  • They are applied according to general criteria and only if it is not possible to distinguish between children, except in situations provided for by the framework methodology.
  • They are developed by each educational unit separately, but are applied on the basis of certain supporting documents provided by parents/legal representatives, and cannot be discriminatory, accordingly, they must take into account that all children have equal rights, regardless of status. social, financial, regardless of nationality, race, religion, creed, gender, etc.

HOW DOES REGISTRATION FOR PRIVATE EDUCATION BEGIN?

  • Registration is carried out at the first stage.
  • Enrollment is done directly at the educational institution or through an online form if the authorized/accredited educational institution has entered all its data into the computer program for enrollment in the preparatory class, just like public educational institutions. If not, registration is carried out only at the educational institution. In the case of online registration, the registration check is carried out at the headquarters of the required educational unit.
  • If, for various reasons, the child is not enrolled in the desired private educational institution, he can be enrolled in a district school if the parent/legal guardian/legal representative has marked the option to return to the school of choice or otherwise, to participate in the second stage of registration.
