
On the agenda of the government meeting on Thursday, consideration of the draft decision on providing emergency support to agricultural producers in the grain sector.
According to a press release sent on Wednesday, the executive branch will also discuss changes and additions to the government’s emergency order no. 83/2000 on the organization and operation of private practice offices for public services related to medical activity. The regulatory act establishes, among other things, state services related to medical activities: dental equipment; biology, biochemistry and chemistry; medical physics; physiotherapy; psychology; speech therapy; sociology; optics – optometry; orthopedic prosthesis; hearing aid; audiology; voice therapy; nutrition and dietetics.
Another draft decision on the agenda of the meeting concerns the introduction of amendments to the Methodological norms regarding the application of the Government’s emergency order No. 10. 28/1999 regarding the obligation of business entities to use electronic fiscal marking machines. According to the rationale, the project establishes, among other things, the configuration and technical and functional characteristics of electronic fiscal marking devices integrated into automatic equipment, such as vending machines that work on the basis of card payments, as well as banknote or coin acceptors.
The government will also change the procedural rules for the application of the emergency decree No. 64/2007 on public debt, in the sense that the Ministry of Finance, as the sole administrator of the public public debt, can issue government securities in certain international markets, for example, Samurai bonds issued in the Japanese market , or issues to finance projects/expenditures intended for environmental protection and combating climate change, as well as in the areas of social and sustainable development.
Another draft decision on the agenda concerns the amendment of the framework program of government securities “Medium-term notes” so that the value of the program increases from 56 to 62 billion euros.
The government’s agenda also includes the approval of the Nomenclature of areas and specializations/programs of higher education studies and the structure of higher education institutions for the 2023-2024 academic year. According to the project, new specializations of higher education institutions will be created, which will lead to the acquisition of skills necessary for the market workforce, including metal materials engineering, intelligence operations, food chemistry, calculation of mechanical structures.
At the same time, the executive committee will approve directions and accredited master’s programs and the maximum number of students who can be enrolled in the 2023-2024 academic year.
Other draft decisions on the Government’s agenda concern the declaration of the investment project “Timisoara – Deta – Denta – Moravica” as a project of state importance in the field of natural gas, as well as the approval of the list of agricultural lands located in the suburbs, which are the object of a project of common interest in the field of natural gas gas “Black Sea-Podisor Gas Pipeline (RO) for the extraction of gas from the Black Sea”.
The executive power is also considering the approval of the technical and economic indicators of the investment objective “Development of the terminal, control tower and parking lot at the Mykhailo Kogelnicanu International Airport – Constanta”, the income and expenditure budget for the year 2023 of the National Company “Aeroporturi Bucharest” – SA, as well as the National Salt Company SA
On the agenda of the Government is also consideration of two draft decisions on the allocation of funds from the Reserve Fund of the budget, which are at the disposal of the Government, to pay for food and accommodation of foreign citizens or stateless persons who are in a special situation, from the territory of the armed conflict in Ukraine, as well as establishing the scope, conditions and mechanism of the Romanian state’s provision of support and humanitarian assistance to these citizens.
The executive power is also analyzing amendments to Law No. 137/2002 regarding some measures to accelerate privatization.
