HIV Information System (HIV Information System)

The HIV information system includes the National Register of HIV Patients, registration of referrals for confirmatory HIV testing or referral for laboratory testing for HIV monitoring to specialized reference centers, registration of referrals and updating of laboratory test results from specialized reference centers, as well as Registering a prescription for preventive treatment through interaction with the Electronic Prescription application.
Physicians access the HIV Information System through the e-Prescription Portal (www.e-prescription.gr) with their Electronic Prescription System (ESIS) access codes.

We remind you that these codes are personal and cannot be transferred to another person. Physicians who will have access to the National Registry of HIV-infected people are strongly advised to change the password in the GIS before entering it for the first time.

National Register of HIV Patients

Access to the National HIV Registry is available to attending physicians who monitor patients and work in infectious disease wards (ICUs) or polyclinics (PUCs), who care for HIV, who work in public nursing facilities or private clinics/clinics/dispensaries, or at Korydallos Special Medical Center for Prisoners.

Data previously held in the relevant EODY registry has been transferred to the Registry. This data does not include patient identification information, only information about their CA drug if they are already on antiretroviral treatment, their first and last name, and their year or date of birth.

Search for a patient in the registry and update it with the patient’s AMKA, PAAUPA, or PAMKA

Physicians should first look for their patient at the National
Register with his KA pharmacy (patient number in the EODY registry) and then update his information with AMKA, PAVPA or PAMKA.

If a patient is not on antiretroviral therapy and therefore is not prescribed KA, the attending physician should look for him in the National Registry by the first letter of his first and last name and his year of birth. After the search, patients who match the search criteria and whose National Registry has not yet been updated with their AMKA/PAAUPA/PAMKA will appear in the list. The attending physician, once he has found his patient, must select him from the list and then report to the National Registry with his AMKA, PAAVPA or PAMKA.

Antiretroviral Treatment Registry Update – Prescription Pharmacy
The attending physicians must inform the registry about the antiretroviral treatment that the patient is receiving so that it can then be issued electronically.
They should also choose a pharmacy where they can get prescriptions for a specific patient’s antiretroviral treatment. Please note that for most of the Special Infectious Disease Units associated with their Medical Unit Pharmacy, the Pharmacy is used by default, while for the rest, only the Pharmacies that the particular Specialized Infectious Unit is associated with are listed.

Patients on antiretroviral therapy who do not have AMKA or PAAUP.

Considering that antiretroviral treatment is provided to all people residing in Greece, if they do not have AMKA or PAAUPA, they can receive a temporary AMKA (PAMKA), which they can receive for the COVID-19 vaccination.

If any of the patients are not eligible for the AMKA and have not received a PAAUPA and do not yet have a provisional AMKA (PAMKA), advise them to contact KEP to issue a PAMKA to ensure they are uniquely registered with the Registry.

Referrals for confirmatory HIV testing to specialized referral centers

All doctors certified in the Electronic Prescription System have the opportunity to issue a Referral Confirmatory Test for HIV infection to Specialized Reference Centers through the HIV Information System.

Specialized reference centers have access to their assigned lines of confirmatory HIV tests and update the system with the results of their laboratory tests. Referring physicians have access to test results through the HIV Information System.

Inclusion of a new patient in the National Register of HIV Patients

In the case of a positive confirmatory test for HIV infection, when registering the results of laboratory tests by the Specialized Reference Center that conducted them, the patient is automatically included in the National Register of HIV Infection Patients.

Subsequent referral of patients with HIV infection to Specialized Reference Centers
Attending physicians who monitor patients with HIV infection have the opportunity to issue a Referral for laboratory tests to monitor their patients at Specialized Reference Centers.

Specialized reference centers have access to their assigned follow-up referrals and update the National Registry of HIV Infected Patients with the results of their laboratory tests.

Referring physicians have access to test results through the National HIV Patient Registry.

Electronic prescription for preventive treatment

Electronic prescribing of preventive treatment to persons exposed to the virus is carried out by P.S. Registry that works with electronic prescriptions.

Registration of information about an individual is carried out in the Registry database, and the issued prescription is pseudonymised.

Initially, the possibility of registering preventive treatment at the RS Register will be available only to the attending physicians of the Special Infectious Diseases Departments. An announcement about the activation of preventive treatment for all doctors will be placed on the Portal of the e-prescription system.

Antiretroviral treatment for a patient with HIV infection can only be prescribed by his attending physician, after informing the National Registry of the patient’s AMCA, PAAUPA or PAMCA, as well as the patient’s current antiretroviral treatment.
During an electronic prescription, the doctor only chooses the repeatability of the prescription and whether the prescription will be branded.

Treatment data is pre-filled automatically due to compatibility with the National Registry of HIV Infected Patients and cannot be changed except to remove a drug.

Issuing an electronic prescription for antiretroviral treatment

Prescriptions for antiretrovirals are reserved and can be filled separately at a specific pharmacy.

The pharmacist is only able to issue a prescription in exceptional cases and always when the prescription is filled after consultation with another pharmacy.

Mandatory electronic prescription

Electronic prescription and issuance of prescriptions for antiretroviral treatment are mandatory from 04/06/2023.

In exceptional cases, when this is not possible for any reason, until May 1, 2023, prescriptions for antiretroviral treatment can be written and processed manually.

Data security

For the security of personal data stored in the Electronic Prescription System (ESS), users are reminded of the obligation to regularly change the password of system users.

Physicians who will have access to the National Registry of HIV-infected people are strongly advised to change the password in the GIS before entering it for the first time.
