
Finnadzor proposes to introduce RCA premium rates for 6 months from March 2022, the draft of the regulatory act will be submitted on Monday to the Ministry of Finance as the authorized regulatory body, Valentin Ionescu, Director General of the General Directorate of Insurance, Financial Supervision Authority (ASF) announced on Saturday .
He noted that if rates are lower this year than in 2022, the lower price option will be used.
“After the impact analysis carried out by the ASF, taking into account discussions with the main insurers in the market to stabilize the market and meet consumers, our proposal is to practice for 6 months, RCA premium rates from March 2022. In this regard, the body at the meeting of the ASF Council approved the draft of the regulatory act, which will be submitted on Monday to the Ministry of Finance as the competent body for regulation. It should be noted that, as an exception, if the proposed premium rate is lower in 2023, the lowest rate will be chosen. In addition to this measure and in order to finally help consumers, the ASF will discuss and propose the abolition of the tax levied on insurance companies on the gross premiums collected from RCA,” said Valentin Ionescu for Agerpres.
Last week, ASF spokesman Daniel Apostol said the Authority was considering capping RCA rates to protect consumers.

According to the February report published by the Financial Conduct Authority, compared to August 2022, RCA reference rates are increasing by an average of 16.28%.
So, for vehicles with a volume of less than 1200 cubic centimeters, the average basic rate will be 1210 lei (1027 lei in August 2022), from 1201 to 1400 cubic centimeters – 1262 lei (previously 1069 lei), for 1401-1600 cubic centimeters – 1417 lei (1221 lei in August 2022), 1601-1800 cmc 1541 lei (previously 1330 lei) and between 1801-2000 cmc 1646 lei (previously 1446 lei).
According to ASF, 90% of cars insured by RCA and registered for one person fall into the category with an engine up to and including 2000 cc.
For individuals, for the age category up to and including 30 years old, the new RCA reference tariffs amount to 1,822 lei for engines up to 1,200 cubic meters. lei for 1601-1800 cmc, 2505 lei for 1801-2000 cmc, 3304 lei for 2001-2500 cmc and 4709 lei for more than 2500 cmc.
For the age group of 31-40 years, the rates will be 1114 lei (up to 1200 cmc), 1123 lei (1201-1400 cmc), 1236 lei (1401-1600 cmc), 1364 lei (1601-1800 cmc), 1481 lei (1801-2000 cmc ), 1972 lei (2001-2500 cmc) and 2832 lei (over 2500 cmc), and for the age category 41-50 years 1076 lei (up to 1200 cmc), 1129 lei (1200-1400 cmc), 1265 lei (1401-1600 cc), 1356 lei (1601-1800), 1445 lei (1801-2000 cc), 1974 lei (2001-1500 cc) and 2912 lei (over 2500 cc).
For individuals aged 51 to 60, the new rates are 1,006 lei (up to 1,200 cmc), 1,048 lei (1,201-1,400 cmc), 1,195 lei (1,401-1,600 cmc), and 1,337 lei (1,601-1,800 cmc). cmc ), 1410 lei (1801-2000 cc), 1899 lei (2001-2500 cc) and 2853 (over 2500 cc), and for people over 60 years old 1036 lei (up to 1200 cc), 1079 lei (1201-1400 cmc) , 1204 lei (1401-1600 cmc), 1325 lei (1601-1800 cmc), 1392 lei (1801-2000 cmc), 1966 lei (2001-2500 cmc) and 2767 lei (over 2500 cmc).
RCA tariffs for electric cars are 2,742 lei (for age group up to 30 years), 1,643 lei (31-40 years old), 1,509 lei (41-50 years old), 1,397 lei (51-60 years old) and 1,440 lei (over 60 years old) .
For legal entities, the rates are 1,755 lei (up to 1,200 cubic meters), 1,527 lei (1,201-1,400 cubic meters), 1,435 lei (1,401-1,600 cubic meters), 1,354 lei (1,601-1,800 cubic meters), 1,408 lei (1801-2000 cc), 1626 lei (2001-2500 cc), 1895 lei (over 2500 cc) and 2736 lei (electric cars).
