
The mayor of the capital, Nikushor Dan, said that in two months there will be a report from the control body investigating the case of a woman who died after being attacked by dogs at Lake More. The mayor drew attention to the fact that the phenomenon of dog owners letting their animals out into the wild was not noticed by the Legislature.
Nikushor Dan explained on Prima TV’s Insider Politic show on Saturday that the problem is with dogs with owners, not those without owners, and clarified that in two months he will receive a report from the watchdog investigating the death of a woman who was attacked dogs near Lake Mori, News.ro reports.

“We will have a full report of the Control Body (…) The problem of homeless dogs should not be raised, in fact, it is a problem of dogs with their owners. That’s the problem with the ones we see on the street, out of control, I don’t know what to call them. In my opinion, this is the main problem in this area, Lacul Morii, it is a problem of the owners, whether they are from households or whether it is construction sites that have dogs that are not on the premises and are allowed to roam, to go out in the open and there is no fine . That is, such a phenomenon did not come to the attention of the Legislator. Instead, there is a sanction for owners who do not sterilize and chip their dogs, and there is a lack of coordination between several institutions,” said the mayor.
ASPA “got to the root of the problem and tried to sterilize as much as it could,” he said, but it was unable to remove the dogs from the property.
According to the mayor, ASPA captures approximately 2,000 dogs annually.
“The moment a citizen calls ASPA and says we have a dog or a group of dogs, ASPA goes and generally catches. They have about 15 people who are divided into teams and have cars that drive (…) Of course, it is much more efficient to respond to messages, to report where the dogs are. For example, they went to that area of Lacul Morii 60 times in one year,” said Nikushor Dan.
Answering the question whether he is satisfied with the work of ASPA, the mayor said that he is waiting for the response of the supervisory body before making a decision.
“I will look, I will see the response of the control report (…) What does not work, cooperation between institutions does not work, because this is an institution that goes around and asks the owners to sterilize them. And on the other hand, there is another institution – the local police, the ANSVSA and the National Police – who can issue fines if a person refuses to vaccinate their animal. These institutions were never together. It’s a big problem, and there’s also a problem that you don’t have very big sanctions for the situation when dogs enter and leave the territory, that’s my assessment at the moment,” the general mayor also said.
Nikusor Dan wants to increase the fines for owners who let dogs out
Nikusor Dan assesses that “there are two big problems, and the solution to these two big problems is to strengthen the sanctions for owners who let dogs out of their property and general teams.”
“This is what we will do, we will unite the teams of those who sterilize and those who fine,” Nikusor Dan explained.
The mayor stated that the problem of stray dogs is not one of the problems reported by the call center.
“We have a call center and we have statistics about everything that means problems that people have. This is not one of the first problems that people notice (…) The problem exists on the periphery, where there is the idea that if you don’t need the chickens anymore, you can let them out,” Nikushor Dan said. .
It will be recalled that on January 21, 43-year-old Ana Orosh died after she was attacked by a pack of dogs while running in the Lacul Morii district of Bucharest. Last April, she was hospitalized in critical condition after being attacked by dogs in the same area.

On January 21, the townsman saw the woman being attacked by dogs from afar, but when he arrived, it was already too late. He called 112, but the medical team that arrived at the scene only succeeded in declaring death.
Since the tragedy, the authorities responsible for solving the problem of stray dogs – ASPA and the Sector 6 City Hall, which reports to the local police – have been neglecting their responsibility.
