University of Athens (EKPA), NTUA, Aristotle University of Thessaloniki (AUTh), University of Crete and Harokopio they are among the top five Greek universities. This is the result of ranking educational institutions based on their evaluation not according to objective criteria (for example, the number of students and staff), but according to qualitative criteria. Overall, EKPA scored 3190 points, followed by NTUA with 2924 points and AUTH with 2449 points. The rating has not changed compared to the 2022 list, however, it is noted that universities scored higher this year. This is the second evaluation and ranking of universities by the National Higher Education Authority (ETHAAE), which, based on the evaluation, recommends that the Minister of Education allocate 20% of annual funding to 23 universities. This is in the context of changing the system of funding universities (with law 4653/2020), which is carried out not only according to objective criteria, on the basis of which 80% is distributed, but also according to quality. Yesterday, the Ministry of Education announced a regular grant of 117.12 million euros in resources for universities for the 2023 fiscal year. has been increasing in recent years,” the ministry said in a statement, adding that from 2019 to the current year there has been an increase of 29%, from 90.78 to 117.12 million euros.

In particular, for 20%, 23 universities are evaluated according to three of the five sections of the quality criteria. The first module is mandatory for everyone and deals with the continuous improvement of the core academic activities of the university. Approximately estimated are the average time to obtain a degree, the percentage of graduates with a normal duration of study, the position of each university in international assessments. In section A, there are changes in the ranking compared to 2022, as this year NTUA ranked first with 1350 points, Harokopio was second with 1302 points, and EKPA was third with 1278 points. Last year, Harokopio was first with 1185 points, followed by EKPA (1124 points) and NTUA (1112 points).

The results of the evaluation of the National Higher Education Authority have been announced: the regular grant for 2023 is 117.12 million euros.

In the second section, entitled “Research Excellence and Academic Staff Effectiveness”, the indicators include funding received by the institution from competitive research and development projects per faculty member. The third section includes, among other things, indicators of the percentage of active students in internship programs, the number of patents, and the total number of techno-fields or start-ups. The fourth section deals with internationalization and estimates the share of international students in the total number of active students and the number of undergraduate programs in a foreign language.

In the fifth section on the quality of the university environment, among the indicators are the ratio of women to men among the faculty, the percentage of facilities accessible to people with disabilities, and the number of scientific conferences organized by students.
