​The Special Telecommunications Service (STS) has auctioned 3 large contracts with a total value of more than 220 million lei for the implementation of the future private government cloud – an IT platform that will host the IT systems of central government institutions and provide electronic services to the population.

The government’s private cloud will operate in four data centers in Bucharest, Brasov, Sibiu and Timisoara, with IT infrastructure spending exceeding 2.2 billion lei, according to a draft government decree, and recently launched tenders show that DPS has moved to implement this IT platform.

First auction: Almost 18 million lei for the creation of a data center in Sibiu

The first contract was put out to tender by STS on February 25 and aimed at the purchase of technological equipment for the creation of a secondary data processing center II in the municipality of Sibiu.

The estimated total value of the contract is more than 17.9 million lei, and the deadline for receiving offers is April 10, 2023.

  • “Operationally, the private public cloud will operate with a guarantee of specific elasticity and high availability thanks to the implementation of two primary data centers and two secondary data centers of level III/IV.

  • Secondary Data Center II will host government IT systems serving the public/business environment and is a facility that also hosts other IT and communications systems owned by the DPS.
  • In this regard, the secondary data center II will be populated by IT&C units, which will provide hardware and software resources for the provision of IT and communication services.
  • The facility, which combines the secondary data processing center II, will house the infrastructure of the government’s private cloud,” the document says.

2. Tender worth more than 100.4 million lei for communication between 4 data centers

Another tender, launched this month by STS, is aimed at concluding some framework agreements for the supply of equipment and communication and distribution solutions necessary to provide connectivity between two primary data centers, two secondary data centers level III/IV under project and, accordingly, for points of presence of the DPS in the municipalities of the district.

The estimated total value of the framework agreements exceeds 100.4 million lei, and the deadline for receiving proposals is April 24, 2023.

3. Tender worth more than 103.9 million lei for a fiber optic network for connecting data centers

Another tender launched this month aims to conclude a framework agreement for the supply of DWDM optical transport network equipment and modules (DWDM equipment and modules, optical fiber monitoring modules, diagnostic equipment, management and design of DWDM networks).

The equipment will be used to interconnect four data centers, increasing the bandwidth, availability and resilience of the DWDM optical transport network.

ADR, STS and SRI estimate costs of more than 2.2 billion lei in 3 years

The implementation of the Government Private Cloud, an IT platform that will host the IT systems of central government institutions and provide electronic services to the public, will operate in four data centers in Bucharest, Brasov, Sibiu and Timisoara, and IT infrastructure costs will exceed BGN 2.2 billion .

Financing of this project will be carried out at the expense of non-refundable external funds through the National Recovery and Resilience Program (PNRR) and from the state budget through the budget of the Ministry of Research, Innovation and Digitalization, through the budget of the Special Telecommunications Service. (STS), through the budget of the Romanian Information Service (SRI), within the amounts approved annually for this purpose.

While ADR and SRI will be located in Bucharest, STS will have data centers hosting the government’s private cloud in Bucharest, Brasov, Sibiu and Timișoara.

The distribution of costs for 3 years of implementation shows that DTS will need the most funds – more than 1.5 billion lei, while ADR estimates costs of more than 474 million lei, and SRI – more than 237 million lei.
