Discussions will take place in separate segments: President Yohannis with Emperor Naruhito, respectively, the First Lady with Empress Masako.

In accordance with Japanese imperial protocol, discussions do not follow a predetermined agenda, and the Emperor and Empress of Japan do not touch on political topics. Appropriate topics are recommended from the point of view of the status shared by the two interlocutors – the representative of the country and the nation.

For example, topics related to the identity and specificity of Romania and the Romanian people, as well as their contribution to world heritage, can be considered. It is also desirable to approach some topics that testify to the long and lasting ties between the Romanian and Japanese people, which have been recorded at the diplomatic level for more than a century (102 years).

Topics that have a strong humanitarian impact and are relevant for the nation are mostly considered by the Japanese imperial couple. In this context, we can talk exclusively about the suffering caused to people by some events, for example, the coronavirus pandemic or the war in Ukraine.

Klaus Iohannis will also meet with Japanese Prime Minister Fumio Kishida on Tuesday, they are scheduled to hold official talks and sign the Joint Declaration on the establishment of a strategic partnership between Romania and Japan. After that, both officials will make joint statements to the press.

According to the President’s Administration, the establishment of the Strategic Partnership with Japan will mark the promotion of Romanian-Japanese cooperation at the highest level and the transition to a higher stage of capitalization of bilateral potential based on shared values ​​and principles. two countries in three key dimensions: foreign policy and dialogue on security issues, economic cooperation and in the field of development assistance, respectively cooperation in the fields of culture, science and technology, innovation, research and development.

On the occasion of the visit, a memorandum will be signed between the Ministry of Finance, Eximbank Romania and the Japan Bank of Cooperation (JBIC), as well as a memorandum of understanding between ELI-NP Măgurele, the Japanese company Okamoto Optics and the Institute of Laser Engineering, Osaka University.

Klaus Iohannis is on an official visit to Japan from Monday to Wednesday.

On Monday, the President of Romania met with the President of the House of Councilors of the Parliament (Parliament) of Japan, Hidehisa Otsuji, and with the President of the House of Representatives, Hiroyuki Hosoda.

On Wednesday, the Romanian head of state will hold a meeting with local authorities in Kyoto.
