How to organize seismic surveys in public buildings

Legislative regulation, which seismic control V public buildingsare prepared by the competent authorities and ministries. The regulation will also include the way in which the registry is organized, through which engineers who will perform the initial checks and various related technical issues. The government’s goal is to inspect 18,000 school buildings and 2,500 hospital buildings within three months of completion, with upcoming parliamentary elections a drag.

These decisions were taken during yesterday’s meeting of the Minister of Climate Crisis and Civil Protection Christos Stylianideswhich was attended by the Deputy Minister of the Interior Stelios PetsasDeputy Minister of Civil Protection Vangelis Turnas and Deputy Minister of Spatial Planning and Urban Environment Nikos Tagaras. Also attending the event were President of the Central Union of Greek Municipalities (KEDE) Dimitrios Papastergiou, President of the Organization for Earthquake Planning and Protection (OASP). Efthymyos Lekkas and President of the Hellenic Technical Chamber (TEE) George Stasinos.

The meeting provided an update on the current situation and discussed how to organize a new cycle of pre-earthquake inspections in public buildings (or state-run buildings). Mr. Stylianidis asked for the first checks in schools and hospitals within three months (from reopening), while reassuring participants that funding sources would be found (probably the Recovery Fund). The minister also appointed a commission, which includes Mr. Tagaras, Lekkas and Stasinos, which will present some basic proposals for organizing the system in a week.

However, the first assessment is that a number of issues will require legislative regulation. To redefine responsibilities, define mandatory controls, describe the scheme under which they will be carried out and on the basis of what specifications (for example, Intervention Regulations), payments to engineers, etc.

With regard to engineers in particular, the TEE president expressed an estimate that about 5,000 engineers would be needed to work in pairs during the autopsy. The application created by OASP will be used to write the core controls after the required update. The goal is for engineers to directly record control data electronically so that by using the building’s basic data (eg construction date, building materials), it can be calibrated directly. All this at the first level, as the control of the remaining buildings should be prepared gradually, as well as a way to carry out secondary control in any buildings that are found to have stability problems.
