The first relates to the introduction by the 1983 law, which first amended the Statute Charter, of an idiosyncratic and irregular, however, ecclesiastical punishment, since the office of metropolitan is not available. This execution was legalized with the guilty tolerance of the Church in order to legitimize the removal from the throne of Metropolitan Procopius of Kefalonia. [Μενούτη] – was canceled by the decision of the Council of State No. 508/1983 – who, as it turned out, was unjustifiably accused of dismembering the stage of St. Gerasimos!

The second concerns the crisis that marked the fragile relations of the Ecumenical Patriarchate with the Church of Greece during the two years of 2003-2004, which led to the interruption of communion between them. The reason was the different approach to the interpretation by the two Churches of the Act of 1928, according to which the management of the metropolitans of the “New Countries” was “entrusted” to the Greek Church, and the Ecumenical Patriarchate promoted “normality” and insisted on strict observance of the entire Law, and the Greek Church refers to the “legality ” and prioritizes the need to respect the Statute of the Charter.

The joint legislator recognizes that the Statute of the Church of Greece is “the sacred rules enshrined in Articles 3 and 13 of the Constitution” and considers that with the Basic Law 590/1977, which post-politically regulates the organization, administration and activities “in Greece” of the Church, “the foundation for the proper reconciliation of legality and regularity.

The second part of the work, reprinted after the first edition in 1994, is presented with an expanded epimeter that examines whether there have been developments in this area over the past thirty years, as well as a selection of the latest literature.
