In an interview with the Russian state television “Zvezda”, Sergey Vershinin said:

“Yes, according to the classics, any military action ends with negotiations, and of course, as I said, we will be ready for such negotiations, but only if they are negotiations without preconditions, negotiations that are based on the existing reality.”

The Russian official also stated that the decision regarding negotiations with Russia should not be made by Ukraine, but by the USA and the EU.

“Decisions are not made in Kyiv, decisions are made in other capitals, mainly in Washington and Brussels. Therefore, the question should be directed there,” he said.

Moscow has repeatedly stated that it is ready to negotiate with all parties involved in the war in Ukraine, but Kyiv and its allies have refused to negotiate.
