
Two types of petroleum products obtained from Russian oil have been excluded by the European Union from the import ceiling agreed by the member countries of the community bloc, TASS reports.
The Russian state press agency refers in this regard to the updates made to the guidance published by the European Commission on how the price cap on the import of Russian petroleum products should work.
“If a Russian oil product is processed in a third country by mixing it with a product originating from another country, resulting in a different product (…), then the Russian oil product is no longer considered a product of Russian origin, and the marginal price does not apply,” it says documents
“If these products [obținute din petrol rusesc] have been substantially transformed in a third country, (…) are no longer considered products of Russian origin, and the price limit does not apply,” the European Commission notes.
Sweden, which presides over the EU, announced on Friday that member states have agreed to a proposal by the European Commission to set maximum prices for Russian oil products.
Russia says it will not export oil to countries that impose price caps
EU diplomats said the price cap, agreed by ambassadors from the 27 EU countries, is $100 a barrel for premium oil products such as diesel and $45 a barrel for discount products such as fuel oil. The proposal is for them to take effect on February 5.
Poland and the Baltic states have called for the caps to be set at lower levels to reduce Russian fuel revenues that have been dragging on for months.
The finance ministers of the G7 member countries agreed on September 2 to limit the prices of Russian oil, but at the EU level, negotiations were extended until the beginning of December.
At the end of December, Russian President Vladimir Putin signed a decree banning the export of oil and petroleum products to countries that set a price ceiling on imports from Russia starting in February of this year.
An embargo on the import of Russian oil by sea has already entered into force in the EU. Member States reached an agreement on this measure at the beginning of June last year.
