Kosovo Prime Minister Albin Kurti said Thursday that he would agree to the creation of an association of municipalities populated by Kosovo Serbs that would give them some autonomy if Serbia recognizes Kosovo’s independence, EFE and Agerpres reported.
Kurti said in Pristina that he has “six political conditions” for the creation of this association, including that it should not be mono-ethnic or have any public or executive power.
Kosovo’s nationalist prime minister also demands that such an association be established “only after Serbia recognizes” Kosovo’s independence in 2008.
Another condition Kurti is putting forward to Belgrade is for it to withdraw its request asking EU countries that do not recognize Kosovo’s independence (Cyprus, Greece, Romania, Slovakia and Spain) to oppose Kosovo’s entry into the EU.
An EU-brokered agreement between Belgrade and Pristina in 2013 provides autonomy for Kosovo’s majority Serb and Kosovar communities to protect their collective rights and powers in areas such as the economy, education and health, but the Kosovo government is currently refusing to do so. implementing this agreement, referring to the Constitution of Kosovo.
For its part, for Serbia, this autonomy of the Kosovo Serbs is a prerequisite for the application of a new European plan aimed at normalizing relations with Pristina.
Serbian President Aleksandar Vucic said on Thursday that Serbia “will strongly insist on the association of Serbian municipalities, which should be the legal and physical basis for the rights of the Serbian people.”
