ANAF is working on two major digitization projects scheduled for completion in 2025: Big Dana and Sfera, according to Treasury chief Lucian Geiusz.

“Big data is a big platform, with the help of which we can do comprehensive and complete risk analysis and not use our resources where they are not needed. Let’s just go to the areas where tax evasion is happening,” he told the EY conference.

SFERA is a new platform where I can manage the assets and receivables of companies.

“SPHERA was supposed to be only for legal entities at the first stage. I changed the specs. I am fighting hard to convince the CNIF – Ministry of Finance to include GOTICA (which creates more problems for them) in SFERA and have an integrated system that manages both individuals and legal entities. Otherwise, we wouldn’t do anything. We would only do half of it,” he said.

With SFERA, he said, “we’ll no longer have to wait 2-3 hours to see an individual tax return, to cause the frustration that exists today: that someone can’t log in to see their corporate tax return.”

“The risk we have: The procurement law, which scares me the most. I am afraid of the procedure we have to go through for the tenders, which can confuse us with very long appeals“, Lucian Geiusz also stated.

  • In some cases, this may result in loss of funding. This is the biggest risk for us.

According to him, ANAF has to change all the computing equipment it has, “from some very high-performance servers to support the databases to the last laptop that has to go to the inspector”.
