
The tragedy in which a woman died after being bitten by dogs in the Lake Moriy area seems to be on the backburner as Ward 6 Mayor Ciprian Chuku and the Animal Control and Protection Authority continue to blame each other. As a last resort, Chuku accused ASPA of forging documents on Wednesday.
The City Hall of Bucharest published a statement on Facebook on Wednesday evening, emphasizing that on January 14, 2023, ASPA conducted an arrest operation in the area of Lacul Morii – Drumul la Roșu street, in which it invited the participation of the crew of the Local Police Sector 6, and finally a local police officer signed an ASPA activity report stating that the dogs could not be captured because they had retreated into private property.
- “Regarding the statements published in the public space by the Mayor of Sector 6, Cyprian Chuku, related to the fact that on January 14 of this year, ASPA did not appear in the Lakul Morii district as a result of a call from the local policeman, we provide the following clarifications:
- On 14.01.2023, ASPA conducted a capture action in the area of Lacul Morii – Drumul la Roșu street, in which the crew of the local police Sector 6 was invited to participate.
- As a result of the action, in the presence of ASPA crews and the 6th sector of the local police, 4 dogs were found that had entered the private territory.
- At the end of the action, the ASPA team drew up an Act of Activity, in which it was noted that the dogs could not be caught, as they had gone to private territory, and noted the name of the possible owner of the land. The protocol was also signed by the precinct police officer of Sector 6, who was present at the rally.
- Until now, we have not received a response from the 6th sector of the local police regarding the permission to conduct actions on the relevant private property.”
As a result of this post, Sector 6 Mayor Ciprian Chuku also accused Facebook that ASPA forged the document and that the local police officer did not sign the protocol.
- “Incredibly, it has come to falsification of documents! This is criminal! The district officer did not sign that protocol! They came not to report! A few minutes ago, they published a fake document in the press. We call for a graphoscopic examination!

ASPA: Chuku’s claim that sector municipalities cannot create specialized services to manage stray dogs is against the law
ASPA adds in its publication that Chuku has repeatedly stated that sector municipalities cannot create specialized services to manage stray dogs, but the legal provisions of the Administrative Code and Emergency Ordinance 155/2001 contradict him.
- “Thus, in accordance with GD 1059/2013 regarding the methodological rules for the application of GEO 155/2001 regarding the approval of the stray dog management program,
- ARTICLE 3 PARAGRAPHS (1) AND (2)
- (1) Specialized services for handling stray dogs, created in accordance with Art. 1 paragraph (1) of the emergency decree (OG 155/2001), carry out stray dog management activities within the administrative-territorial units, respectively THEIR SUBDIVISIONS, at the level at which they were created, and, depending on the possibilities, may conclude protocols on cooperation with neighboring administrative-territorial units, as well as with any other administrative-territorial unit within the county.
- (2) Services provided for in para. (1) are necessarily indicated by the phrase “Service for the treatment of stray dogs” with the name of the administrative-territorial unit, according to its SUBDIVISION at the level at which they were created.

- The specialized service for handling stray dogs is a public utility service created at the level of administrative-territorial units ACCORDING TO THEIR SUBDIVISIONS, in accordance with the law, by the local council, respectively the General Council of the Municipality of Bucharest, for the purpose of handling stray dogs from the radius of the corresponding administrative-territorial unit;
- In conclusion, GEO 155/2001 APPLIES NOT ONLY TO UAT, BUT ALSO TO SUBDIVISIONS (SECTORS) OF UAT, as is clear from the above-mentioned articles of the implementing rules of GEO 155/2001 approved by GD 1059/2013.
- All this information, released in the public space without minimal verification of legislation or truthfulness, only creates confusion among public opinion. ASPA is open to further collaboration with city halls of all sectors, local and national police, non-governmental organizations and volunteers to address the stray dog situation, and we also call for inter-agency collaboration in a way that protects citizens and does not harm animals.”
We will remind, on Saturday morning, Ana Oros was attacked by a pack of 7-8 dogs while jogging in the Lacul Morii area of Bucharest. She was also attacked there less than a year ago. Last April, she was bitten while jogging near the Lacul Morii dam. Then she was saved by two cyclists who were passing through the area at that time. He was hospitalized with multiple head and limb injuries.
Institutions bear their responsibility
Since the tragedy, the authorities responsible for solving the problem of stray dogs – ASPA and the Sector 6 City Hall, which reports to the local police – have been neglecting their responsibility.
District 6 City Hall said on Saturday that the local police of the sector had not received reports of dogs in the Lakul Moriy area and that the only agency that should observe and collect the dogs is the Animal Protection and Supervision Authority (ASPA). .
ASPA, for its part, claims that it will not be able to cope on its own without the support of the local police.
On Sunday, the mayor of Sector 6, Ciprian Chuku, reacted to the case for the first time. He says an internal investigation has been launched at the local police’s Sector 6, but he blames ASPA, saying that “instead of rounding up dogs on the streets, they are doing awareness campaigns”. Chuku attributes his delayed reaction to the fact that he was waiting for Mayor-General Nikusor Dan, “the one who decides ASPA policies, allocates budgets and who is the only one who has the institutional tools to solve the dog problem.”
Chuku, the one in charge of the local police, reacted on Sunday morning with a Facebook post in which he claimed that he was not running away from responsibility, but was awaiting a response from the mayor of the capital, Nikusor. Dan, because he will be the one in charge since the municipality has ASPA under its control.
He accused the city hall of “lack of leadership, lack of confidence, shifting of responsibilities” on the part of the city hall, saying that in September 2013, when Ionuc Angel was killed by dogs, then-mayor general Sorin Oprescu “predicted how it was normal , evisceration service, ASPA.”
As for ASPA, Chuku says the agency is only “pretending to work and do something for the mission it was created to do,” given that it no longer has a place to take the animals.
The capital’s general mayor, Nikushor Dan, reacted on Sunday evening, more than 35 hours after Ana Orosh was killed by a pack of dogs in the Lakul Moriy area. He claims that he spoke with the people involved on Saturday and Sunday and that “this is the joint responsibility of several institutions, some of which are subordinate to the PMB.”
The capital’s mayor responded with a message on Facebook, which we quote in full:

- I spoke yesterday and today with the people involved. It is the shared responsibility of several institutions, some of which report to the PMB.
- But I refuse to enter the game of incriminations and political accusations.
- We asked the Mayor’s Control Service to provide a report on the shortcomings of each establishment, and those who made mistakes will pay. And even more importantly, what should each institution do so that such dramas do not happen again.”
