- “The authorities cannot change anything that concerns us. We have to spay our puppies, we have to protect them, we have to make a difference.
- The change is within us, we wait in vain for someone who is next to us, to the right or to the left.
- Until we change, society will not change. We can’t wait for it to fall from the sky. Nothing will fall. Only tears will fall. This is it. I will never be afraid to run or look forward or up because I am a fighter,” said the young woman.
On Saturday morning, Ana Oros was attacked by a pack of 7-8 dogs while she was jogging in the Lacul Morii area of Bucharest. She was also attacked there less than a year ago. Last April, she was bitten while jogging near Mill Lake Dam. Then she was saved by two cyclists who were passing through the area at that time. He was hospitalized with multiple head and limb injuries.
On Saturday, the townsman saw the woman being attacked by dogs from afar, but when he arrived, it was already too late. He called 112, but the medical team that arrived at the scene only succeeded in declaring death.

- “I knew dogs, but there were two packs. I could string one, the other, equally, but they were both, and I could not. I’m glad those people, that cyclist, were there to save me.
- I also had a premonition that something bad was going to happen. There is God, we were a little lucky, there were also fatalities,” Fanatyk said about the dog attack.
Then Ana hoped that the authorities would act so that no one would experience what she experienced.
- “I know that the authorities have been notified. I hope that appropriate administrative measures will be taken, that the two town halls involved in the development of the Lacul Morii area and upstream, in Dambovica, to the Chiajna Stadium, will be involved. I hope they will join hands and get things together with the others.
- I think there should be a working group between the town halls (Sektorului 6 town hall and Kyaina town hall) with the police to solve this situation. I think there is a solution. These dogs can be castrated. There are many families abroad who need puppies and are ready to adopt them. As far as I know, they haven’t arrested everyone yet, they only arrested 10 of the 15-20 who attacked me,” said Ana.
The authorities abdicate their responsibility
A day after Ana’s death, the authorities continue to shift responsibility for the dog problem in the Lakul Mori area.

On Sunday, the mayor of Sector 6, Ciprian Chuku, reacted to the case for the first time. He says an internal investigation has been launched at the local police’s Sector 6, but he blames ASPA, saying that “instead of rounding up dogs on the streets, they are doing awareness campaigns”. Chuku attributes his delayed reaction to the fact that he was waiting for Mayor-General Nikusor Dan, “the one who decides ASPA policies, allocates budgets and who is the only one who has the institutional tools to solve the dog problem.”
Chuku, the one in charge of the local police, reacted on Sunday morning with a Facebook post in which he claimed that he was not running away from responsibility, but was awaiting a response from the mayor of the capital, Nikusor. Dan, because he will be the one in charge since the municipality has ASPA under its control.

- “The land belonged to CAP, and the allocation was made by the Kyaina authorities. Currently, it is owned by three people.
- The sectoral town halls do not have any responsibility for euthanasia, the only institution authorized to control and collect Maidan dogs in the administrative-territorial radius of Bucharest is the Animal Supervision and Protection Authority (ASPA), subordinate to the General Town Hall.
- Despite this, the Sector 6 local police support ASPA. They hold joint promotions every week. In addition, last year the teams were accompanied by the local police in the Gilulesti Syarbi district as part of an information campaign on animal sterilization.
- There were no reports of stray dogs in the area of the tragedy to the local police of District 6. However, on an almost daily basis, ASPA is requested by the local police to intervene to catch stray dogs from other areas, especially those on the border with neighboring communes.

ASPA, for its part, claims that it will not be able to cope on its own without the support of the local police.

- We have taken over 120 dogs from these streets since last April, between that incident and now.

- We have said it and we will say it again – admiration does not solve the cause, but the effect. We pick up dogs found on the streets at that time, but if we do not act in a joint effort with other institutions to take measures to prevent similar incidents, unfortunately we will face similar incidents in the future,” said the spokesman. She wanted to emphasize that ASPA is responsible for the management of stray dogs in public access in Bucharest, but this institution must have the support of the local sectoral police, the National Police, which has powers vis-à-vis ASPA, namely to check dog owners, animal owners if these dogs chipped in accordance with the law, if they are spayed, if they are kept in a private area properly fenced so that they do not have access to public space.
